dc.description.abstract | As of today in 2022, the number of constructed social housing has not yet reached the number of "social housing construction plans" approved by the Executive Yuan on March 6, 2017. The number of social housing construction projects has increased rapidly in recent years. How to increase the number of completed social housing as expected and what are the difficulties in the construction process are the main objectives of this study. The social housing in this study is defined as the housing and its necessary ancillary facilities that are built by the government or rewarded privately, and are exclusively for rental purposes. Social housing has many different names in modern times due to differences in functions: such as youth housing (most units are social housing applied by young people), elderly housing (most units are social housing applied by elderly people), and public housing, etc., are all included in this study.
This research investigets opinions of the respondents through interviews and factors affecting the progress of social housing construction from the perspective of government agencies. Impacts of contrcting types are also discussed. This study concludes that the major factors affecting the construction progress of social housing include "lack of labors and materials", "increased wage and material costs ", "insufficient budget", "contractor′s willingness to bid", "large-scale construction of technology plants", and "affects by Covid-19". This study also summarizes that turnkey is the main contracting type for social housing and the rationale behind. Finally, this research presents complied opionions and suggestions from experts for the construction of social housing. | en_US |
