dc.description.abstract | According to Article 15 of “Guidelines For Performing Quality Management Of Public Construction Work” published by Public Construction Commission in 1995, local authorities shall established a regulation for engineering supervision team as well as form an engineering supervision team for quality verification and supervision on the on-going engineering. Considering the shortage in the recruitment of civil servants in government agencies, it is more important to use manpower reasonably and arrange fair shifts. In the past, the arrangement of supervision shifts was usually done manually, which took more time, efforts, and caused uneven allocation of work quite easily. As a result, personnel turnover rate and resignation rate were increased every year.
The study is based on the optimal assignment of the engineering supervision team in one agency. Through decision variables, it adopts integer programming of 0 or 1, establishes restriction of the objective function based on the supervision team’s operating guidelines, human resource structure, and engineering information, and construct mathematical models required. We edit the programming language of computer software LINGO 18.0 and use EXCEL sheet to find out the best solution before making a comparison with the shift schedule arranged manually. Additionally, we explore sensitivity analysis and solution analysis through internal and external team members and the change of the number of projects. The changes of the analytical figures can be provided to government agencies as reference to engineering supervision practice. | en_US |
