| dc.description.abstract | 桃園市是臺灣出入之門，攸關臺灣的國際形象，自升格為五都
後，正式邁入轉型起飛的階段，而公共工程是城市建設的基礎，也
是一個城市進步的象徵；因此提高公共工程品質，以政策引導工程
提升工程品質建構標準化工程管理制度及強化內控 SOP 預警機制，
讓各工程執行時能確保品質，輔以政府認證的金品工程表揚之，促
進廠商良性競爭，提高工程團隊素質。
公共工程建設旨在維持生產條件，改善基礎設施服務水平，提
升民眾生活，也提供產業優質發展環境。國家發展委員會提出國家
發展計畫理念，其為促進國家整體資源有效利用，賡續推動國家建
設計劃。訂約同時也建立工程人員應有的認知與實施原則，並且增
進工程人員對職業道德的認識，使其能自發遵守工程規定行為之規
範，善盡社會責任，為提升公共工程品質而努力。 | zh_TW |
| dc.description.abstract | Taoyuan City is the gateway to Taiwan and plays a crucial role in
Taiwan’s international image. Since being upgraded to one of the five
special municipalities, it has entered a phase of transformation and takeoff.
Public infrastructure projects serve as the foundation for urban
development and symbolize progress for a city. Therefore, enhancing the
quality of public infrastructure projects and implementing standardized
project management systems and strengthened internal control SOP
warning mechanisms through policy guidance are essential. This ensures
quality assurance during project execution, along with recognition and
commendation from the government, which promotes healthy competition
among contractors and enhances the competence of engineering teams.
The purpose of public infrastructure construction is to maintain
production conditions, improve the level of infrastructure services,
enhance people’s lives, and provide a favorable environment for industrial
development. The National Development Council has put forth the concept
of national development planning, which aims to promote the efficient
utilization of national resources and advance national construction projects.
Contracting also establishes the necessary knowledge and
implementation principles for engineering personnel, while enhancing
their awareness of professional ethics. This enables them to voluntarily
adhere to the norms of engineering regulations, fulfill social
responsibilities, and strive to improve the quality of public infrastructure
