dc.description.abstract自民國八十二年臺北縣巿廢土大戰點燃營建工程剩餘土石方問題以來,迄今已有十年之久。不僅臺北縣巿剩餘土石方問題未曾歇止,全國各地除東部地區外同樣遭遇相同困難,且部分地區更為嚴重,甚至破壞環境景觀,危及公共安全。使得政府不得不正視此一課題,行政院先後責由行政院公共工程委員會成立北部跨縣巿協調小組及內政部成立營建剩餘土石方協調小組,藉由跨部會成立之專案小組負責處理剩餘土石方問題,然其績效並未彰顯。剩餘土石方問題仍然存在,甚至成為工程執行最大阻力,亦有工程人員為此觸法身陷囹圄,工程界談土色變。臺灣四面臨海,剩餘土石方問題無法解決,亦遭笑柄,但它確實存在,值得深入探討。 長期以來對於營建剩餘土石方之處理問題,與加上國內歷經九二一震災,及都巿發展到達一程度,老舊建築物更新拆除所產生之建築廢棄物,如不妥善處理,勢將造成環境破壞,禍及後代。先進國家對於營建剩餘土石方處理,均有一套完整的法規及管理策略,政府機關職掌明確,再加上貫澈執行對於違規業者重罰且嚴懲不貸,以及對於營建剩餘資源之再生利用,有效且成功的解決問題弭禍無形,值得借鏡。 面對國內營建剩餘土石方及建築廢棄物處理問題,工程界無法迴避,如善加處理並推廣再生利用,除符合國際趨勢外,又能減少自然資源消耗,可謂一舉多得。有關營建剩餘土石方及建築廢棄物處理問題,已不容再延遲。本研究從法規面、工程技術面、經濟面、環境面切入研究此一課題研擬對策,冀能有所助益。zh_TW
dc.description.abstractIt has been ten years since the conflict between Taipei city and Taipei county sets off the problem of construct earthwork in 1993.This problem did persist not only in Taipei metropolitan area but also occurred nation-wide except the eastern part of this island. It is more serious in some areas. Some environment and scenery are destroyed and public securities are endangered. Central government is obliged to face this affair seriously. The President of Executive Yuan ordered the Committee of Public Construction to establish a coordinating group for overriding the city and county in northern Taiwan. Also another coordinating group for construction residual earthwork was established in Ministry of Interior. The achievement was not evident even though those overriding group were responsible to handle the residual earthwork problems. The problem still exists and also becomes the obstacle for enforcement of construction projects. Some public empolyee were sent to jail owing to the mishandling of residual earthwork. The faces of those who work in the field of construction paled with fear when talked about the earthwork. Unable to solve residual earthwork problems has become a laughingstock in Taiwan especially the island is surrounded by sea. This issue does exist and worth researching. Unable to solve residual earthwork accompanying the earthquake occurred on Sep. 21, 1999 with the demolishment of old structures due to development of city all make the damage of the environment and leave disaster to our descendant. On this project, developed countries have a series of immaculate rules and scheme for management. The governments have precise functions and duties of organization. The punishment to those who violate the regulations is severe and thorough. Reuse of the residual resources of construction successfully solves the problem formlessly. This experience can be learned by us. Management of residual earthwork and construction waste is inevitable. The utilization of residual and waste is the trend of the world and able to reduce the exhaustion of natural resources. It can not be delayed. This research approaches the issue from different respects, technique, economy, environment, and hope the proposition of strategy could make some contribution.en_US
