dc.description.abstract中文摘要 根據內政部的統計,1958年至2001年間平均每年天然災害發生的次數為4.8次,其中因颱風所造成的洪水災害次數平均有3.5次之多,而其他天然災害發生的次數只約為1次。面對如此頻繁的颱洪災害,政府似乎有必要提供適合台灣天然環境的颱風洪水險給予民眾承保,來保障人民的財產安全,也可藉此來減低政府財政上的負擔。 本文研究將以住宅之颱風洪水保險為對象,參考其他國外先進國家洪災制度之做法,再結合國內外專家所作之研究成果及現有資料與本文研究所建立之洪水損失評估模式相結合,以評估住宅之可能風險與實施颱風洪水保險之可行性。zh_TW
dc.description.abstractABSTRACT According to the statistics data from the Minister of Internal Affairs, a natural disaster occurs on average 4.8 times per year from 1958 to 2001, including the floods which are caused by typhoons (about 3.5 times per year) and other disasters 1 time per year. Facing frequent natural disasters, it is imperative that the government offers the people insurance of natural disasters to ensure their safety, protect their property and reduce the government’s financial burden. This research focuses on residential typhoon and flood insurance. It evaluates the residential risk and the possibility of putting the typhoon and flood insurance into force by referring to flood protection systems in advanced countries, by combining the study and data of local and foreign specialists and the flood loss evaluation model which is built in this research.en_US
