dc.description.abstract | As a subject of study on Taoyuan Lotus Festival and two of its participating villages, Guanyin and Shinwu, the research is going to discuss the public-private partnership during the festival and the operation of local industry and its limit. Basing on the qualitative research method, the research gathers information and analysis through in-depth interviews to generalize the development of Taoyuan Lotus Festival and the public-private partnership. The two villages differ in public-private partnership when holding Taoyuan Lotus Festival. Guanyin, where a nonprofit organization-the Lotus Lovers Association was founded, is more organized and plays an integrating and intermediary role during the festival. On the contrary, Shinwu manages the festival in a personalized way.
The research discovers as below, (a)In public-private partnership aspect: The parallel public-private partnership fails due to the bureaucracy of the public department. However, for the importance of industrial transformation and uniting local resources, the nonprofit organization, which serves as a communicating channel, should be established between the public and private department. (b)In local industry development aspect: Under the influence of the objective background of local industry, both the public and private departments must confer with not only the central and local government, but also local industry and organizations in order to seek a cooperating relationship based on trust.
The research suggests,(a)For the government: Change the bureaucratic way of policy-making. Constant guidance and assistance to the private department is the foundation of developing a parallel public-private partnership. For instance, the government should assist the farmers to manage their farm and business.(b)For the people: Make the proprietors invest in local industry for the advance of overall local interest and continuously economic growth. Encourage the cooperation between towns and villages in all cooperating aspects to promote the development of local industry. | en_US |
