| dc.description.abstract | 蘇花高速公路的興建計畫從1990年被提出後，至今已歷時十餘年，期間曾進行多次環評，除了一般的環境影響評估，還包括政策環評、環境影響差異分析，而在公開招標、廠商得標後，卻宣布暫緩興建並賠償廠商損失，甚至在研擬其他替代方案後，又擱置不予採用，反覆延宕、紛擾不斷，所耗費的公共資源難以計數，但其爭議不減反增。
政府推動此項重大公共工程的訴求是為了改善東部地區聯外運輸系統、促進產業發展、創造社會福祉，但是缺乏配套措施的大建設能否開創這些價值？單單憑著一條國道就能帶動產業發展嗎？在政治、法律、經濟、環境、社會文化等論述紛陳的情況下，本研究採取商業倫理的進路探討產業對公共政策的回應，因為相較於其他涉利社群，產業具有專業知識、專業技術、管理長才等優勢，對政府決策的形成具有關鍵的影響力，如果產業對公共政策的回應缺乏倫理思維，重大工程的效益可能只集中於少數特定的利益團體，不合理的風險承擔及成本外部化的現象將破壞社會公平正義，危害商業體制的正常運作。
本研究包括以下重點：
1.探討產業回應公共政策的倫理意涵，界定蘇花高速公路興建計畫所涉及的商業倫理議題，探究影響倫理決策的因素。
2.瞭解政府決策機制所依據的分析模式，評估風險承擔和利益分配的原則是否合乎倫理，探討分析法的侷限，並運用涉利者倫理分析予以因應。
3.辨識產業回應公共政策時應考量的涉利者為何，探討蘇花高興建計畫及替代方案中產業與涉利者的互動關係，以及利益衝突與分配正義的問題。
4.就產業對公共政策的回應這項行為，以整合社會契約論的概念尋求在地規範與超級規範的整合，發展產業應盡的企業社會責任和道德義務。 | zh_TW |
| dc.description.abstract | Su-Hua Highway is an important public construction. Because it will make tremendous impact on the relevant industries and other stakeholders, there are a lot of arguments for/against this public policy. In this thesis, I attempt to demonstrate why business ethics makes sense to the interaction among business, government and the public. And the next step is to define the moral issues by case-study on Su-Hua Highway and to consider the reasons and influences implicating in these issues. In order to reconcile the conflicts and to deal with the limit of going decision-making model, I combine the stakeholder theory and integrative social contract theory in this search. Integration of local norm and hyper-norm offers a framework for developing ethical norms, which can be a standard for industries to respond the public policy ethically. | en_US |
