dc.description.abstract | This paper discusses the process that Chen Cheng governed Hubei and reviews his policy. Under the wartime, military affairs are the most important so Chen Cheng takes charge of a officer of military and administration. This is called “the Military Enter Politics.” In this paper, taking Chen Cheng as the investigation is because he get Chiang Kai-shek’s trust and is a loyal and constant official-branched general. Chen Cheng was given the rank of vice president straightly after being the president of Hubei Province. We could figure out the phenomenon of “Armyman in power” comprehensively by analyzing administrative experiences of being the secondary in Central Government.
Chen Cheng spend half lifetime in military, following Chiang Kai-shek to take part in the northern Expedition, Extermination Campaigns, Sino-Japanese War, and the Civil War, and repeated high-ranking. He was the cover person of “Times” on June 1941 and considered the heir to Chiang. However, Chen had not revealed himself until got promotion to divisional commander, and his reputation was not as some of the central and local connections to the military generals, especially that he failed in Extermination Campaigns. Curiously enough, why did Chiang trust Chen so much that Chiang often promoted him and let Chen Cheng without practical administrative experience be the executive of Hubei military? Although the rise of lots of military commanders to chief executive was quite often, the reason and mean that Chiang vest the executive power of provisional capital in Chen Cheng should be the focus of concern.
It can be said a turning point in Chen Cheng’s military career as he became the President of Hubei Provincial. His “Armyman in power”period was started. How Chen balanced between military and political in the provincial and how he built Hubei with less chief executive experience were further analyzed in this study.
This paper attempted to construct and review the policy of Chen Cheng in Hubei Province by sources in Academia Historical, KMT Party History Institute, and historical archives in Chinese, and related writings. Furthermore, we can make sure that it’s possible to achieve the desired goal of military and political unity by “Armyman in power” in unrest Chinese.
