| dc.description.abstract | Executive Yuan wanted to strengthen the quality management of public Engineering construction, although had promulgated 「System of Quality Management for Public Engineering Construction」and 「guidelines for public Engineering construction quality Management」and for relative stipulation to request contractors、construction sponsoring agencies and superintendent organizations carry out third-level Quality System. But under the practical investigation result of the auditing authority, it still found that quality management of public Engineering construction System didn’’t carry out, additionally the all levels government has already established Engineering Construction Audit Subcommittee according to stipulation, quality auditing actual result still found that have already over-emphasized to auditing the written form datas, such as general quality control system and project document...etc, and auditing operation depth and quality all need to strengthen on the scene. Therefore, by the study of the auditing authority to examine the imperfection problem and counterplan of the public Engineering construction quality, understanding the problem advertises for knot, drawing up an improvement counterplan, and carrying out in each organization, with promote public Engineering construction quality, is one worthy of study of topic.
This research according to the imperfection problem found by the public Engineering construction quality examined through the auditing authority, Construction Audit Subcommittee performance of the all levels government and Public Construction Commission in the last two years, and take in to induce、tidy up、analyze, to understanding the performance faces top imperfection problem place, and also provide feedback suggestion to each superintendent organizations、construction sponsoring agencies、supervision manufacturer and contractors carry out the reference of public Engineering construction, and avoid the construction quality managing and construction quality aspect having the same imperfection type repeats occurrence continuously, and cause Construction quality have discount greatly.
