dc.description.abstract | The development of environmental industry in Taiwan has been progressed for many years. However, face to the trend of the global environmental issues and the transition of the environmental protection concepts, the items of environmental business has been converted from the narrow senses of traditional pollution prevention and control to the broad senses of green technologies include the emphasis on energy/resource reclamation and reuse, clean production, etc. in the international market. Consequently, the environmental industry in Taiwan certainly needs to change its patterns of management and expansion, so that the environmental industry can be further promoted.
This study was first to analyze the scope and definition of “environmental industry” in various countries. The results indicated that the categories of the environmental industry had expanded to broad sense included the items related to energy and resources. Therefore, in order to meet the international tendency, it is suggested that modifying the scope of environmental industry set by Taiwan Environmental Protection Administration and Economic Planning and Development Council in 2001 to broad definition includes the categories of energy and resource is necessary. Additionally, due to the relevant laws and policies in charge of various categories of environmental industry were scattered among different governmental authorities in Taiwan, thus caused unfavorable to further promote and expand the development of the environmental industry. The results of this study also found that official statistical data of output values and manpower involved in the environmental business were inconsistent. Some statistical output values were obtained from the exporting values of environmental protection equipment and related parts. Environmental expenditure can also reflect the environmental market demand. However, the current statistical method and data source from various governmental authorities were questionable and inconsistent. The annual supply of manpower involved in environmental industry could be known from the statistical data of the number of certificate and diploma related to environmental fields issued annually by governments and colleges. In addition, the case studies of a private company and public work of sewage system construction, respectively, in this research, it was obtained the interrelationship of supply and demand aspects among environmental industry, private enterprise and/or governmental agency as well as the opportunity for the development of future environmental market in Taiwan.
Based on the results of this study, the prospect for promoting environmental industry need to build up and integrate an information platform which can offer the directions of legislation and policy making for governmental authorities and provide the strategies of market development for environmental business. However, due to cross-authorities are responsible for the development of environmental industry, it must rise up the platform level to the highest governmental authority, e.g. Executive Yuan, in order to overall plan the division of labor among various authorities.
