dc.description.abstract | A full life cycle of public construction consists of several phases, including feasibility assessment, planning, design, construction, operation and maintenance, demolition and reconstruction. This study focuses on the present construction phases.
This study first conducted a literature on the construction quality management and the current situation of construction inspection, and then introduced the factors that affected the phases of full life-cycle public construction to construct a Construction Phase Questionnaire. Data analyses were performed by using SPSS and the five factors that affected the phases of full life-cycle public construction were obtained: the inspection of quality management in operation and maintenance, applying the certification systems to construction companies and personnel, the inspection of planning and design quality, the quality control certification systems, and implementing the ISO 9001 quality control systems in the quality management systems in the construction industry.
By analyzing the present cases of construction inspection regard the failures in planning and design, the results showed that incomplete designs (70.7%) and defective designs (19.0%) accounted for the largest proportions in the category of design failures; roadway construction (37%) and building construction (17%) accounted for the largest proportions in the category of construction types.
Lastly, with the SWOT analysis of the present quality management system during the construction phases, this study referred to the existing practices of quality management systems during the construction phases to the internal strengths (S) and weaknesses (W) and attributed the potential factors that might occur during construction to the external opportunities (O) and threats (T). Following the four principles of matrix pairing (SO principle, ST principle, WO principle, and WT principle), the strategies for enhancing quality management during the construction phases were developed and the planning and design strategies for improving quality management during the construction phases were proposed:
1. Establishing the certification systems for the personnel specialized in quality
management for planning and design.
2. Establishing the quality inspection systems for the planning and design
phases in public construction.
