| dc.description.abstract | 近年來，由於國人重視休閒旅遊，加上政府積極推動我國觀光產業，旅館業蓬勃發展。愛台十二項建設是當前政府積極推動的政策，「桃園國際航空城」更是位居十二項之首，依據交通部觀光局統計，光是今（99）年4月份來臺旅客已有50萬6400人次，而去年一整年亦有439萬5004人次旅客來臺，由此可見，如此龐大數額人員在我國旅館住宿、消費，旅館之安全管理是不容忽視的議題。
本文以都市建築之旅館用途場所為例，透過國內外都市建築物火災案例分析，進而從建築物初始的防火規劃設計法規適用探討及營運後執行現況，找出危險因子及致災原因，經分析歸納，提出改善建議如下：
1.落實建築物公安及消防申報制度；
2.落實建築及消防上延伸之相關法令；
3.建立證照制度；
4.建立獎勵措施及優惠制度；
5.加強建築物室內裝修、建築物安全檢（審）查從業人員資格素質；
6.落實老舊或非法建築物改善機制及方式；
7.加速現行法令增修；
8.提昇國人防火安全教育觀念。
期盼能提供旅館經營者防火安全自主管理對策研擬及政府管理層面之策進參考。

| dc.description.abstract | According to statistics of Tourism Bureau of Ministry of Transportation and Communication, there were 4,395,004 tourists visit Taiwan last Year. With so many tourists as consumers of accommodation services, safety management within hotels is an issue that must not be ignored.
The purpose of this study aims to identify hazard factors and causes of disaster by analyzing major historical fire cases of Taiwanese and foreign hotels, and furthermore also discusses the fire prevention-related issues of hotel design and management. In conclusion, the study proposes the several suggestions for improvement as a reference for the government as well as hotel manager owners.
