dc.description.abstract我國化學品危害標示於民國81年制訂「危險物及有害物通識規則」中規範其樣式,期間歷經三次修訂,民國96年更名為「危險物與有害物標示及通識規則」,正式與聯合國公佈之化學品全球分類及標示調和制度 (簡稱全球調和制度Globally Harmonized System of Classification and Labelling of Chemicals, GHS ) 同軌,完成國內化學品標示的樣式。 全球調和制度於2008年實施後,迄今己有2年時間,企業為避免貿易障礙,配合GHS時程修改標示因應,但實際現場執行人員對於化學品的危害認知,卻無法亦趨亦步的跟上。 本研究以問卷的方式進行調查,調查對象為新竹縣某觸控面板廠現場實際接觸化學品的第一線員工進行調查,共進行45人問卷測驗,計回收45份問卷,扣除無效問卷,有效問卷共43份,有效回收率95.5%,本問卷利用統計軟體SPSS 12.0版進行分析,分析現場人員對於化學品全球調和制度認知差異性,以個人屬性、新舊圖式認知以及訓練前後成效比較做為差異性分析。 本研究分析結果個人屬性中僅學歷有顯著性差異,圖式認知中以易燃性、腐蝕性、爆炸性與急毒性辨識性最高,而在訓練前後成效比較正確率提升最多的問項皆與物質安全資料表有關,而答對率退步的問項則與新制健康危害的分類有關。 zh_TW
dc.description.abstractChemicals pose a wide range of health and physical hazards. The Hazard Communication regulation of the Council of Labor Affairs is to ensure that information about these hazards and associated protective measures is disseminated to employees. This is accomplished by requiring chemical manufacturers and importers to evaluate the hazards of the chemical, and to provide information about the hazards through proper labeling and well prepared safety data sheets. All employers with hazardous chemicals at their facilities are required to prepare and implement hazard communication program. Major management activities of hazard communication include proper labeling of containers, access to safety data sheets by employees, and training program for all potentially exposed employees. The Globally Harmonized System of Classification and Labeling of Chemicals, GHS, has been actively promoted by the United Nations and endorsed by the Asia Pacific Economic Cooperation member economies. Taiwan, led by the Council of Labor Affairs, is one the few countries that officially promulgated GHS and amended relevant regulations in 2008. Since GHS uses different criteria for the classification and labeling of chemicals, it is vital for companies using chemicals to modify their hazard communication program and evaluate the effectiveness of chemical safety training. This study utilizes a questionnaire, composed of set of simple questions on the fundamental concepts the GHS, to evaluate employees’ perception of the labeling of chemicals and the effectiveness of the training program. 45 employees of a high-tech company in Hsinchu took part in the survey. The major finding of this study is that training program plays a vital role in hazard communication. However, training course should be reviewed or even redesigned periodically to fully improve employees’ awareness of the hazards of chemicals. en_US
