dc.description.abstract | Water is one of the three essential elements that human beings depend on for survival, with running water especially inevitable. Due to the increasing prosperity of Taiwan’s industry and business development and the elevation of domestic living standard, the demand for running water is relatively increasing. With the crisis of serious water shortage, water conservation is critically important, for exploiting new water resources is challenging. Therefore, Taiwan Water Corporation has been always devoted to eliminating outdated pipelines, hoping to improve the water leakage ratio year by year. However, the quality of engineering projects has great impact on whether a project can attain the expected benefit and functions. Consequently, Taiwan Water Corporation establishes a “engineering project supervising team” within the headquarter, and conducts investigation on the quality of engineering projects by task-based grouping. Among the current supervisor assignments for engineering projects, the assignments are often distributed by empirical methods rather than optimal assigning procedure. Therefore, it is more likely to invisibly result in the unfairness of supervisor assignments and tend to cause unnecessary waste during the business trip.
To solve the above problems, this study aims to establish an optimal supervisor assignment model by means of LINGO 8.0 software package, which meets the respective needs and conditions for the supervisors assigned to assessing the pipeline engineering project quality. The study also uses two different models to conduct the analysis, in order to manage the unfairness of human resources assignments and to compare and discuss the most economical cost deriving from these two models. Additionally, the study also conducts the sensitivity analysis based on the variation trend of sensitivity for each parameter. By adjusting the human resources constraints or changing the business trip budgets, it expects to obtain the fair distribution of human resources and reduce the capitalized cost. The result shows that the result of the assignment optimization model indicates that it is more efficient and costs less than common empirical assignment methods. As a result, this study can provide the directors with the references of human resources assignments and it can also be applied to annual budget planning and other cost-related issues like the changes in the cost of manpower planning.
