dc.description.abstract | "Urban Renewal" is one of the major national construction policies, and was included in "i-Taiwan 12 Projects". The improvement of urban landscape is much needed for the nation and should be executed in timely manner. However, the Urban Planning Act was established in 1973, over 38 years, there has been several legislation amendments and floor space incentive offerings , but the overall development timeline is still expected to take five to ten years or even more than a decade – if the projects can be developed successfully; because of this the cause of inefficiency is worth exploring.
The main focus of this study was to explore the positive impacts of the "Agent Implementers System" on urban renewal. The proper way of using this system to expedite urban renewal projects by reviewing and examining the current procedures and policies in central government, as well as, the structure, regulation and recommendations of relevant legislative policies. The ideal situation is to increase the willingness of private participation in urban renewal.
This study suggests that common people are less willing to participate in urban renewal due to the conflict between psychological factors and substantial benefits. Urban renewal is complex and requires high demand in expertise, integration and project management. Thus urban renewal can’t be easily done by non-professionals. In order to accomplish the urban renewal policies, government must rely on implementation agents to coordinate, plan, integrate, design, and construct other complex and high-skilled tasks.
