| dc.description.abstract | 由於台灣因地理位置因素及近年氣侯變異性大，國內發生複合型災害的頻率逐年攀升，政府必須在不確定性災害發生種類及規模下之都市發展與規劃，重新檢討進而思考都市防災規劃。而針對最易造成重大災難之天然災害地震災害而言，長期建置防災公園可做為災時都市內之疏散避難據點、設置防災設施及物資集散地，提供民眾及救助之使用，發揮提供災民緊急避難及作為各救災單位設置前進指揮所之功效。如何從都市內既有公園中選擇適當目標，進而規劃建立具維生功能的全方位防災公園，成為避難安置、指揮與調度的據點，運用於災害管理工作，是一值得探討的課題。
本研究透過分析新竹市既有之一般性都市公園，藉由規劃來賦予其防災之空間規劃及設施整備機能，使其災害時期能發揮最佳的空間利用，並考量各種災害類型發生的可能性，於既有公園之中擬訂一套建置作業及運作計畫，並規劃園內設置防災設施及後續管理維護與確保機能之作業流程，以期強化市內災害防救能量，來確保人民生命財產安全。 | zh_TW |
| dc.description.abstract | Due to the geographical factor of Taiwan and the great variability of climate in recent years, the frequency of complex disasters has been increasing annually. Based on the types and scales of uncertain disasters, the government should review urban development and planning and consider plans for urban disaster prevention. In accordance with earthquakes that can most easily cause great catastrophes, disaster prevention parks that were constructed in the long term could be shelters for cities, could be installed with disaster prevention facilities and serve as collecting centers of resources during disasters. The parks could elaborate the effects of providing emergency shelters for victims and serving as security offices of disaster relief units. However, how to select an appropriate park from existing city parks and to plan to build a well-rounded disaster prevention park that had a life-support function to make it a location of relocation, command and dispatch on the task of disaster management was an issue worthy of discussion.
By analyzing general urban parks in Hsinchu City, this study granted them functions of space planning and facility preparation of disaster prevention so that they could make the most use of their space during disasters. Moreover, the possibility of different types of disasters was taken into consideration, a set of establishment tasks and operation plans was formulated for existing parks, and the establishment of disaster prevention facilities and the operating procedure of future management and maintenance and guaranteed functions were planned in the hope of strengthening the disaster prevention and rescue capacity of a city to assure life and property safety of the people. | en_US |
