企業或組織面對嚴酷的國際環境影響,彈性的勞工政策及為了讓勞動成本的降低而引進了短期勞動力或派遣人力來解決短期勞動力的需求及在非核心的商業活動上的人力需求。這些短期勞動力或派遣人力可以減少企業或組織的勞動成本,因此企業使用短期勞動力或派遣人力不必負擔額外的勞動稅負,如退休金、健保、勞保、職工福利或是團體保險等其他費用。除此之外,企業或組織使用短期勞動力或派遣人員也可以避免一些不必要的勞資糾紛及勞資訴訟等麻煩。近幾年,勞動派遣產業在台灣也快速的興起,而這個趨勢也快速得向資訊產業發展。 本研究的題目是資訊部門專案經理派遣人員之個案研究。首先是針對有關勞動派遣、管理功能、及專案管理等方面的文獻探討,歸納三者之功能.最後依據敘事分析方式發現瞭解所面臨之問題並找出及提供解決對策及運作模式之參考。 本研究目的有:(一)專案經理派遣人員如何在個案公司的資訊部門執行專案管理的工作。(二)專案經理派遣人員對個案公司資訊部門組織的效益。 綜合上述的研究,於結論中主要發現有:(一)專案經理派遣人員能夠勝任專案經理的角色,並提高部門效益。(二)專案經理派遣人員要具備更多的管理技巧及經驗來提供更好的服務水準。 Enterprises or organizations confront fierce competition in international environment and also for the influence of labor flexibility, to reduce the cost of labor, that all bring in contingent workers or dispatched human resources to solve labor requirement of short term and from non-core businesses. It can cost less to use contingent workers instead of employees because companies don’t have to pay employment taxes and various other employee expenses. In addition, companies will be less vulnerable to some kinds of lawsuits. Perhaps most importantly, however, hiring contingent workers gives hiring firms greater flexibility in expanding and contracting the workforce. Recently, the market of dispatching industry develops in Taiwan rapidly. This type of worker is tending to Information industry, quickly. The main shaft of this study is the topic of Research on Information department hiring Interim project manager. First, it adopts documentation analysis, collecting discussions by scholars and experts on contingent workers, management functions and project management. Summarizing the functions and disputes of these three, it searches for related. Finally, it describes the problems confronted based on narrative analysis, and also provides solutions and reference for operationmodels. The objectives of this research include: (I) on the basis of finding out about the Interim project manager work in information department and how to manage projects and team members. (II) Using the Interim project manager to increase information department performances. Based on the above researches, the conclusions mainly find that results are: (I) the Interim project manager could be a good project manager working in information department. (II) The Interim project manager must have more management skill and expertises to provide service.
