在全球化的趨勢下,企業之營運點朝向多地域性分布佈局,或是因公司與公司之間業務往來合作關係的需求,需建立不同企業體的相互連結的網路,就必須依靠廣域網路的建置來達到彼此間訊息的溝通。因此,企業於網路連結需求擬定後,必須經由評選固定網路供應商的過程,進而與其共同建置與管理所購買的網路服務。 本研究之目的為希望幫助個案公司釐清關於評估固網業者供應商之重點評選準則及權重,簡化原本固定網路供應商評選活動中繁複的程序,期以本研究之結果,快速地整合內部意見,降低現有之評選固網供應商模式之下,所需耗費的評選工作負荷,得以節省個案公司與評選廠商之人力與時間。 本研究中首先透過對相關文獻的探討與實務界專家的訪談,得出評選固定網路供應商之四項主準則,「品質」、「服務」、「成本」以及「供應商的業績與執行能力」及各主準則下之共十八項次準則。再根據此結果建立AHP(分析層級程序法)架構,針對實務界專家進行問卷調查,匯整專家意見後、歸納出各評選主準則與次準則之間權重的高低,以供個案公司於評選固定網路參考。 研究結果顯示,在固定網路供應商之評選準則方面,本研究所調查之個案公司內部結果,以「品質」準則為最主要考量,其餘準則依序為「服務」、「成本」及「供應商業績與執行能力」。 With the trend of globalization, enterprise business operation is extended to multiple geographic locations. To fulfill the demand of business communication between different companies, information exchange relies heavily on both intranet and extranet network. To meet those requirements of global network construction, selecting a suitable fixed network vender is a very important procedure. Because network venders will provide the required and scalable network services throughout the year. This research is to study fixed network vender selection criteria and use AHP method to determine the weight of those criteria. It provides valuable reference for case company and reduces vender selection effort. By reviewing literature of supplier selection and referring to telecom industry operation reference guideline, 18 criteria were identified for fixed network venders selection and classified into 4 major criteria – quality, service, cost and vender performance. AHP was used to calculate the weight of major and secondary criteria. The result of this research shows that the most important criteria for fixed network vender selection is quality, followed by service, cost and vender performance.
