工程顧問服務業在於國家經濟及公共建設上佔有極重要角色，其素質及經營環境之健全與否，都直接影響到工程品質與安全。近年來，由於時代變遷，環境保護、福利制度、品質安全與專業分工等議題蓬勃發展，相關法令訂定，新增許多工程顧問服務業之服務項目，但其服務費率卻並未跟隨調整，長期下來，對於工程顧問業產生莫大影響。 本研究主要針對國內機關委託工程技術服務費率問題進行探討，蒐集國內及國外委託工程顧問服務業之規定，進行分析與比較。透過專家座談之方式，了解現行法規執行當中，國內工程技術服務顧問業所遭遇之問題，最後就現行法規沿革進行分析與比較，並參考國外委託工程服務費率之調整方式，與相關物價、薪資之參考指數，建立我國工程技術服務費率之調整模式。研究建議：一、現行服務費率宜按(1).物價波動所造成工程費用與服務成本上升不平衡之差距；(2).物價上升造成費率適用級距下降兩項因素調整，二、建議增加低金額之級距以符合為數甚多之小型工程之所需。三、歷年法令修正之新增項目與衍生性項目，無法以量化之方式考慮，並未在此方面增加費率之百分比，建議應以成本加公費法或由雙方議定，另行給付之。 Engineering service is playing vital role in the national economic development and the public works construction. The quality of service and the soundness of the operational environment will directly impact the construction quality and safety. In the past years, as the social development proceeds, the needs of environmental protection, social welfare, construction quality and safety, and the involvement of numerous disciplines have led to the increase of service items with almost no adjustment on the service fee rate. This has made the cost of service increased and the quality of service endangered. This study has been focused on the investigation of the issues related to engineering services fair compensation. The laws and regulations are discussed among experts and problems explored. Similar issues and regulations of some foreign countries are collected and compared. A model of fee rate adjustment for domestic engineering services is established with the consideration of unbalanced price escalation between construction cost and service cost. Further consideration on the higher rate needed for lower amount projects and the increased service items are included. For some of the additional services which are difficult to estimate the cost by percentile, it is suggested to adopt the “cost plus fee” structure to offer a fair compensation.
