在都市開發及更新的同時,常面臨到交通運輸設施之供給常落後於基地開發所衍生之需求,基地開發交 通衝擊評估的重要性亦日益顯現,然而究竟在何種開發規模或土地使用類別之基地開發必須進行交通衝 擊評估則為一重要課題。國外基地開發之交通衝擊評估已訂有門檻標準,以作為是否從事交通衝擊評估 的判定基準,而國內目前對於類似門檻標準規定則不甚完備,且散佈於各法規,但由於立法目的和性質 不同,大都不是為實施基地開發交通衝擊評估而設定之門檻。因此,有必要針對「基地開發交通衝擊評 估門檻標準」研訂一套計算之流程及方法。 爰此,本研究之目的有二: 1. 依據本研究所訂之評估指標,建立一套基地開發交通衝擊評估門檻值之計算方法及流程。 2. 以台北都會區為例進行實證分析,並建立單一及多重建物使用以上之基地開發交通衝擊評估門檻值, 以為未來相關主管機關擬定交通衝擊審議準則之參考。 The supply of transport facilities usually falls behind the demand of site developments at the city developing and renovating. The traffic impact assessment (TIA) for site developments is getting more important from day to day. The scope of developments and the use of lands are important topics for TIA, too. There are thresholds of TIA for site developments in other countries. However, the criteria of this kind of thresholds are still not perfect in Taiwan. Furthermore, the thresholds are related to lots of legislation. Due to the different aims and the characters of legislation, the laws and regulations in Taiwan are not really made for TIA for the site development. Therefore, it is essential to formulate a way of calculation of thresholds of TIA for site developments. There are two objectives in this study: 1. according to the indicator set by the study, to formulate a way of calculation of thresholds of TIA for site developments; 2. to revise and examine the way of calculation of thresholds of TIA and to do the case study using Taipei city as an example. 研究領域:8901 ~ 8912
