摘要: | 海巡署依法成立後,各式裝備需求,自採購、獲得、分配使用以至後續維修、汰除等後勤管理工作,需投入相當的的人力、物力與經費。為提昇海巡署後勤管理的效率與效益,本研究將以「整體後勤支援管理」的觀點與方法,對海巡後勤管理進行探討與分析,進而提高海巡任務的品質。本研究包含六大構面,分別是「後勤作業標準化」、「補給體系物流化」、「裝備保修商維化」、「裝備採購實用化」、「後勤人力專業化」及「財物管理資訊化」的目標。本研究採用德國IDS Scheer 公司所開發的整合性流程分析方法 ARIS(Architecture of Integrated Information Systems),以及「次世代後勤物流營運系統」(FLE, Future Logistics Enterprise)的觀念。次世代後勤物流營運系統是美國國防部為達成2020年國家長期聯合發展計畫,針對後勤物流整合與支援運作,所提出的一套改進方案。據此方法,本研究擬探討海巡後勤整合與先進資訊技術的應用,考量中長期的後勤策略、運籌流程及裝備儲運規劃,以期有效因應海巡後勤運籌管理的需求。 The logistics support has a significant influence on the performance of the coast guard. Its primary activities involve a variety of issues refer to acquisitions, distribution, maintenance, and support service. It demands socio-technological integration of organizations, planning, operations, as well as control, etc., thus, tremendous amount of manpower, materials as well as money must be deployed and an efficient operations model is necessary. This study considers the Integrated Logistics Support (ILS) of Taiwan coast guard in six aspects: 1. Standardization of logistics processes, 2. Material-flows of supplement, 3. Maintenance and repair, 4. Acquisitions and procurement, 5. Human resources deployment, 6. Computerization of assets management and controlling. To it, the US military logistic concept FLE (Future Logistics Enterprise) and the business process analysis methodology ARIS (Architecture of Integrated Information Systems) are applied to develop a framework for logistics execution.
