歐、美、日等先進國家，早已將融資公司納入現代化金融體系之一環，而我國業者卻受限於現有法令限制，迄今僅能以分期付款買賣、租賃、應收帳款買賣等變通方式推動信用融通業務，無法滿足工商界及一般民眾對資金之需求。值此國內經濟復甦之時，政府若能開放融資公司之設立，對於台灣金融市場之發展，定有助益。而營運模式最接近融資公司的國內融資性租賃業要如何藉由融資公司即將開放設立的契機，跨出固有限制，使其蛻變成具有競爭力之金融周邊機構，為當前融資性租賃業者發展所必須思考的首要問題。 本研究主要目的如下： (一)瞭解我國租賃業者在經營上所面臨的環境及現況，透過理論基礎與文獻回顧及具代表性公司個案研究，提出租賃業者轉型為融資公司之關鍵成功因素。 (二)根據行政院所提之融資公司法草案內容，就實務面與政策執行面，對政府相關公部門，提出政策審查與施行之建議事項。 (三)因應未來融資公司開放設立後產業競爭勢態改變，提出對租賃業者的建議，作為訂定企業發展策略時的參考。In the developed countries, such as Europe, the US and Japan, finance companies have been in the part of the banking system. But in our country, under the current regulations, the non –bank finance institues can provide financing services only by installment sales, lease and factoring, which cannot fulfill the funding demand of enterprises and general public. On the recovery of domestic economy, if the government can deregulate finance companies, it will surely make a contribution to the development of Taiwan financial market. The primary topic upon the prospect of leasing industry that financial leasing companies, which the business model is most similar to finance company, shall consider is how a leasing company can be better leverage on the opportunity of finance company deregulation for turning into a competitive financial institution. Objectives of research: 1.To understand the environment and status quo that the leasing companies face in operation; by theory research, documentation review and case study of representative company, to analyze the key success factors for transforming from a leasing company into a finance company. 2.Pursuant to the draft of Finance Company Act proposed by the Executive Yuan, to make recommendations on policy making and execution to government departments from the aspects of practices and execution. 3.To propose recommendations to leasing companies as reference for making strategies on corporate development in order to face the changes of the industry competition after finance company deregulation in the future.
