摘要: | 終端消費市場瞬息萬變,台灣零售通路業競爭日益激烈,並且有大者恆大的趨勢。在此競爭激烈的環境下,零售通路的主要致勝關鍵,是必須在供應鏈上擁有資源整合的能力;在體認網路科技將帶給貿易產業革命性改變的同時,零售流通業亦積極尋找以網際網路為基礎的供應鏈解決方案。 不同於其他供應鏈服務廠商提供「一套走遍天下(one size fits all)」的簡單型供應鏈產品,個案公司根據零售通路商之實際流程作業及內部資訊系統架構,來提供客製系統與專業服務的整體解決方案。然而,就在個案公司努力提供設計良善且運作穩定的供應鏈平台來協助零售通路商達成企業快速反應的目標時,個案公司內部營運也同時遭遇急需被解決的管理問題。 本研究從個案公司中蒐集三種不同來源的第一手資料,以質性研究法整理、分析出九項重要的產業特性或企業管理問題,並透過企業流程再造的概念以軟體工程流程變革為圓心,擴散至個案公司之組織管理、流程管理、專案管理、人力資源管理以及知識管理等構面,提出九項實作方法來組成一套全面性的建議解決方案,最後經過組織流程、人力資源、成本效益以及法令規章等四個層面的可行性分析後,確認建議解決方案應為可行之舉。本研究期盼能夠提供給個案公司在面對企業流程再造此一艱鉅挑戰時之未來實作參考。The consumer market in Taiwan has been expanding and changing rapidly in recent years. As a result, retailers in Taiwan are faced with escalating competition, and the strongest within each sector grows quickly at the expanse of the weaker ones. In light of this, one of the critical success factors of the retailers is to have a strong supply chain management capability, in order to lower costs and to adapt to the ever changing customer demands. Realizing the web - based IT solutions would trigger revolutions in the retailing industry, many retailers aggressively seek solutions in the area of Internet-based supply chain management. “Company B”, the focal of this study, offers professional Internet-based IT services and customized SCM systems, based on each customer’s business process and IT structure. This approach differs from competitors' “one size fits all” SCM products. While Company B concentrates on providing sound SCM systems to help retailers to achieve quick responses, some serious internal operation issues emerged, calling for immediate attentions. This study uses qualitative research approach to collect and analyze first-hand information to find out the industrial characteristics and major problems within Company B. In addition, a BPR (Business Process Reengineering) exercise was conducted in this study, which proposes a drastic change in the software engineering practice adopted by Company B. The proposed changes cover organization management, process management, project management, human resources management and knowledge management. A feasibility study on the proposal is also reported, covering the organization, human resource, economic and legal dimensions. |
