應用資料包絡分析進行標竿評選時,理想的最佳典範應該具有凌駕解性質。當品質構面與作業構面同時被納入產出項進行績效評估,其中品質績效可能會因解出極小的權重值而被忽略,導致具有較低品質績效產出的決策單位(Decision Making Units, DMU)被誤認為最佳典範。易言之,無效率DMU 在品質績效的表現可能出現凌駕其參考集中的部份學習標竿。由於品質績效是一個相當複雜的多重指標產出構面,因此品質構面與其他作業構面之間的替代(trade-off)效用關係不易被明確量化。此種不易替代的特性使得權重限制技巧不適用於確保最佳典範具有品質績效的評選結果。儘管近來已有一些新穎的標竿方法被提出來處理品質績效議題,但是這些標竿方法仍有部份缺失?得改進:(1)需要涉及價值判斷或先驗資訊、(2)最終評估結果可能僅保有部份的原始DMU、(3)學習標竿可能為非凌駕解。本計劃的研究目的係發展新的標竿模式保證最佳典範具有卓越品質績效以解決上述現有方法的缺失。此外,本計劃將利用美國麻薩諸塞州的護理之家個案資料先與既有標竿方法進行比較,以確認所提新方法的卓越性,然後蒐集臺灣老人照護產業的個案數據,應用新發展的標竿方法進行最佳典範評估。 Applying data envelopment analysis (DEA) for benchmarking, the recognized benchmarks (best practices) ideally should be the dominated solutions. When the variables of quality dimension are added into the outputs along with operational variables for performance evaluation, some decision making units (DMUs) with low quality performance might be misclassified as the benchmarks since the quality variables be ignored by solved zero weights. In other words, the quality performance of inefficient DMUs might superior than some benchmarks which appeared in its reference set. Since quality performance is a complex dimension with multiple variables, it is not easy to measure the utility function of trade-off relationship between quality dimension and operational dimension. Therefore, the conventional weight restriction approach in data envelopment analysis may be unsuitable for ensuring the best practices with excellent quality performance being included into evaluation results. Although several benchmarking models in DEA have been proposed to deal with the issue of including excellent quality performance into best practices, there is still having some shortcomings: (1) executing those methods requires involving value judgments or a prior information; (2) the evaluation results might consist with part of the original DMUs; and (3) the identified benchmarks might be the non-dominated solutions. The goal of this study is to propose a new benchmarking model, which ensures the best practices having excellence quality performance, to overcome the aforementioned shortcomings. Additionally, in order to verify the effectiveness of the new benchmarking model, a case study of nursing home in Massachusetts will be employed to compare with these existing methods. By applying the proposed benchmarking model, the best practices of senior care in Taiwan will be identified. 研究期間:9908 ~ 10007
