    Title: 專業營建管理服務費計價模式之研究;Study on the Fee Scale Model of Professional Construction Management Service

    Abstract: 隨著營建工程環境日漸複雜,為使公共工程達到如期、如質且符合成本,公共工程辦理機關紛紛聘請專業營建管理廠商來協助工程順利推動。 而在民國88年「機關委託技術服務廠商評選及計費辦法」發布實施,規定機關委託廠商承辦技術服務,其服務費用之計算,應視技術服務類別、性質、規模、工作範圍或工作期限等情形擇符合需要者訂明於契約,但實務上,多數機關僅因編列預算方便,較偏愛使用建造費用百分比法或是總包價法來作為計價方式,此舉不但已喪失訂定四種計價方式之原意,且易引發後續履約過程中服務費用計算之問題,導致專業營建管理(PCM)服務費用似有不合理之處,已造成降低公共工程技術服務品質之疑慮。 本研究為了將PCM廠商品質區隔出來,使服務費與其能力、專業度及配合度能相當,並且解決現行制度之衍生性問題。首先藉由文獻回顧,了解分析國內外PCM服務費計價方式之差異、契約範本之優劣,以及國內現行計價方式之適用性及優缺點。而後針對國內提供PCM服務之大型工程顧問公司及建築師事務所進行專家深度訪談,藉由其實際執行過或執行中之案例說明,更精確了解現行PCM計價方式在實務上運作之合理性及其引發之衍生性問題,進而研擬PCM服務費計價模式,並歸納專家意見後提出相關法規之修正建議。 As construction is becoming ever more complex in the recent decay, the adoption of professional construction management (PCM) service is quite commonly seen in public works, in order to ensure the project would be completed on time, of acceptable quality and on budget. Since 「Regulations for Selection and Fee Calculation of Technical Services Providers Entrusted by Entities」was promulgated by Public Construction Commission Executive Yuan in 1999, the service fee scale is calculated by category, type, scale, scope and time of works. But in practice, most government agencies would adopt the method of a fixed percentage to construction expense or the method of consolidated pricing, primarily for the sake of simplicity. This practice,theless, violates the original intent of the regulation. This practice may further create negative influence to the project in many respects, such as change orders, project supervision, and even contract disputes between the owner and the contractor. Due to the above, the reasonableness of PCM’s service fee scale is directly connected to the project’s fate. The aim of this study is to draw a baseline to PCM’s service scope. In other words, the service fee scale shall match the experience, level of expertise and the ability to cooperation of PCM, and be responsive to the project needs. This study first conducts a literature review, including the difference among the methods of calculating service fee, and the comparison of contracts commonly used in Taiwan and internationally, in terms of the applicability, advantages and disadvantages of current calculating methods in Taiwan. Then, by conducting an expert interview, which are aimed at large engineering consultants and architects, the rationality and derivative questions of PCM fee scale methods in practice can be generated. Finally, this study will also propose a PCM service fee scale model for reference.
