在高齡化社會人口趨勢下,對我國銀行業而言,因應老年人口之特性與需求規劃適合之金融商品未來勢必變得重要。反向抵押貸款為歐美國家為因應高齡化社會所推動之商品,藉由活化老人自身的住宅資產以換取穩定的生活津貼補助,進而保障經濟安全以及提升生活品質,另一方面老人仍可擁有永久居住於自身住宅之權利,達到「在地老化」甚至「在宅老化」的目標。本研究主要係以國內五間大型銀行個人金融業務部門主管為對象,並運用訪談方式,探討我國推行反向抵押貸款之可行性、未來推行可能阻因、不動產估價及未來承貸意願等問題,以試圖瞭解反向抵押貸款之資金供給者對此業務所抱持之看法,進而瞭解反向抵押貸款在國內實行之可行性。本研究結果顯示,多數受訪者對國內推行反向抵押貸款抱持較為悲觀態度,且對未來推行後之承貸意願亦不高;全數受訪者均認為,借款人繼承問題是推行主要阻因,且未來如欲推行,有成立專業諮詢機構之必要性。最後,為降低日後推行所遇之問題,本研究對銀行業及政府部門提出我國推行反向抵押貸款之相關應用建議,期望本研究結果可為未來政府推行反向抵押貸款提供不同之思考方向。 Under the trend of aging society, providing proper financial products to meet the need for the elderly costumers is getting more and more important in Taiwan financial markets. Reserve mortgage products have been proposed in many countries to cope with the aging society so as to activate the elderly own residential property in exchange for a stable living subsidy and ensure the economic safety with improvement in quality of living. On the other side, the elderly still has permanent housing right so that the target of aging locally or aging with housing can be achieved. This study investigates the feasibility of issuing reverse mortgage products for the bank in Taiwan. Thus, we carry out a survey by interviewing the managers in five major domestic banks. In the survey, we attempt to find out the problems and future challenge for the bank to issue reverse mortgage products. We find that most of the interviewees have a pessimistic attitude toward the issue of reserve mortgage products in Taiwan. As a result, they believe the bank will lack willingness unless related policies are formulated. Besides, all interviewees consider the main obstacle to issue this product in Taiwan is the customer’s understanding and acceptance with this product. Thus, setting up a professional advisory organization will be benefit to the success of issuing reverse mortgage products in Taiwan. Finally, to reduce doubts that might arise afterwards, the study also provides solid suggestion to banking sector and government with expecting a different thinking on the future promotion of reserve mortgage products
