    Abstract: 國際運籌港區(International logistics zone) 是一國經貿之窗口,亦是國與國之間產業供應鏈的承接點。國際化的產業可於附加價值創造過程中,運用港區所提供之物流儲運、產品加值等功能,及關務作業、租稅優惠等優勢,進行佈局與營運,以期提昇經營成效。進駐國際運籌港區之產業主要有二,其一為製造業,其二為物流服務業,惟現有之相關研究,多數著墨於海港或空港港埠本身之經營效率,對港區與產業運籌體系結合進行探討之研究相對較少。本研究以實證研究方法對物流業者進駐國際運籌港區所考量之決策因素進行探討。匯整2003-2009 相關主要文獻,本研究以「港區立地條件」、「港區基礎建設」、「港區交通之連結性」、「產業與市場」、「成本與作業效能」、「港區經營」及「政府政策」等七大構面進行問卷設計,並對立地於台灣地區之350 家主要物流服務業者進行研究,研究對象中包含已進駐及尚未進駐國際運籌港區者,有行全球運籌之國際物流業者,亦有以兩岸三地運籌為主要營運範圍者。經由統計分析,我們將找出重要的決策影響因子,分析國際運籌港區於不同的物流服務模式之下,影響其競爭優勢的因素是否會有差異,進而以「因素重要性-港區現況」的策略分析矩陣對台灣與香港做為國際運籌港區之優勢與劣勢進行分析。 International logistics zone (ILZ) is the industrial gateway for global supply chains and economic portals between countries. In the value-added process, an international company can well utilize the functions and advantages provided by the ILZ in terms of transportation, warehousing, distribution, product-processing, customs, tax, tariff et al. for their resources deployment and business operations, and so as to improve their business effectiveness. Normally two types of industries could locate in the ILZ, the manufacturing enterprise as well as the logistics service providers (LSP). Currently most of the literatures focus on the issues of operations efficiency of seaports or airports, meanwhile the researches refers to the integration of ports and industry logistics systems are relative few. In this research, an empirical study on the decision of logistics service providers deploying their facilities to the ILZ will be conducted. Based on the research results from 2003 to 2009, we summarize the decision influence factors to seven dimensions, the “Location”, “Infrastructure”, “Traffic connectivity”, “Accessibility to industry and market”, ”Cost and operations efficiency”, “Port operations” and “Government policy”. 350 logistics service firms are selected as research samples from the company lists published by the MOE in Taiwan. The samples include the logistics solution providers for the global market and the companies whose business focus mainly on the material-logistics in the great China region, part of sample companies locate already in the ILZ and part of them not yet. By the statistical analysis, we will find the critical influence factors on their global deployment decision regarding ILZ. Then, the hypotheses in terms of the relationship between ILZ deployment decision and the logistics service model will be studied. Finally, we will use the results to compare the competitiveness of international logistics zones in Taiwan and Hong Kong. 研究期間:10008 ~ 10107
