    Abstract: 近年來,全球暖化使各國面臨氣候變遷的問題,大量溫室氣體的排放是造成氣候變遷的主要原因之一。根據「聯合國政府間氣候變遷委員會 (Intergovernmental Panel on Climate Change,IPCC)」,定義的四種溫室氣體中CO2、CH4以及N2O為影響地球氣候的主要氣體。其中二氧化碳為目前大氣中濃度最高的溫室氣體,約佔92.6%。因此,減少二氧化碳排放,實為刻不容緩之議題。道路工程生命週期主要碳排放來源以營運階段行車碳排放最具影響性。而影響車輛運行最密切之因素不外乎是道路設計,道路設計之良窳攸關著後續行車車速與車流,像是不同道路坡度、道路寬度、速限、鋪面種類等等,道路設計因子的改變將造成車速之變化,直接影響行車油耗與碳排放量。本研究主要目的為探討高快速道路設計因子與行車碳排放之關聯,並找出造成二氧化碳排放的主要影響因子。依據國內道路設計規範及文獻回顧彙整出與高快速道路相關之道路設計因子,並邀集產、官、學界對道路設計與碳排放有相關研究領域之專家學者進行深入訪談,確認因子完整性,再透過模糊德菲問卷篩選出主要影響行車碳排放之道路設計因子,結果顯示「縱坡度設計」、「是否採橋梁或隧道減少縱坡度」 、「是否採橋梁或隧道減少路線長」 、「最高速限規定 」 、「最低速限規定」 、「收費道路是否採電子收費」、「收費道路是否採匝道收費」為主要影響行車碳排放之道路設計因子。In recent years, greenhouse effect and greenhouse gas mitigation practices are becoming global issues. To reduce carbon emission and save energy during the processes of public construction also has become primary policy. Since the vehicles operation will deplete gasoline and cause large amount of carbon emissions, the objective of this study is to study the influence of highway design factors on vehicle carbon emissions in Taiwan. First, highway design factor are abstracted from the Taiwan Highway Design Specification Handbook to generate a questionnaire. Fuzzy Delphi Method is employed to conduct the questionnaire. According to the result, the highway design factors influencing the vehicle carbon emission the most include the slope design, usage of bridges or tunnel to reduce the slope or length of the road, maximum and minimum speed limit, and using electronic toll collection.
