隨著中國沿海工資愈來愈高,很多生產工廠都計畫從沿海地區移往大西部發展。就NB(Notebook)代工產業而言,品牌客戶群因為歐亞鐵路的開通、生產成本的降低前往西部營運,此舉也迫使NB代工廠伴隨客戶的腳步在重慶設立生產基地。但當下重慶當局僅針對品牌廠成品運輸補助,因此上游零組件部落尚未成型,其供應鏈大部分還是坐落在華東地區,也使得這些NB代工廠不得不找出策略來因應目前重慶生產的供應鏈弱勢。SCOR (Supply-Chain Operations Reference-model) 模型是1996年由波士頓公司PRTM及AMR所成立的國際供應鏈協會 (Supply-Chain Council)所提出,適合於不同工業領域的供應鏈運作參考模型。這是第一個標準的供應鏈流程參考模型,且是供應鏈的診斷工具,它能使企業間準確交流供應鏈的問題,並藉由模型分析找出供應鏈的改善點,使管理者可以做出良好的戰略決策。本研究主要目的是以SCOR模型為基礎,針對NB代工產業從上海移往重慶,建立一個可行的方法論,此方法論預期達到下列目標:1.分析重慶NB代工產業的供應鏈活動。2.建構供應鏈再造的SCOR模型和衡量改進的方法。3.量化目前個案公司的執行成果並設置改善目標。4.藉由個案公司重慶供應鏈的執行狀態架構最佳化的策略方向。環境的變遷會對既有的供應鏈體系產生變化及衝擊,但重要的是企業要如何藉由此變化來凝結客戶與供應商的力量,化危機為轉機重新打造競爭力更強的供應體系,成為在環境變遷中的獲勝者。希望藉由此研究能夠做為NB代工產業西移,供應鏈上的參與者在加入新的供應鏈規劃時的參考。With the wages rising in China coastal, many production plants are planned to be moved from the coastal areas of Western Development. Regarding to the NB (Notebook) manufacturing industry, the NB brand customer set up the operation office in western of China owing to opening of the Eurasian railway and lower production costs. It will also force the NB manufacturing along with the pace of customers to set up production bases in Chongqing. Moment Chongqing authorities only for the brand factory subsidies, its upstream components tribe has not yet forming most of its supply chain is located in eastern China, also makes these NB manufacturing had to come up the strategies to cope with supply chain of production in Chongqing vulnerable.The SCOR (Supply-Chain the Operations Reference-model) model proposed by the International Supply Chain Council was established in 1996 by the Boston firm PRTM and AMR, suitable for different industrial areas of supply chain operations reference model. This is a standard supply chain process reference model, and supply chain diagnostic tool, which enables the accurate exchange of inter-enterprise supply chain, and by the model analysis to identify supply chain improvement points, so that managers can do a good strategic decision. The main purpose of this study is based on the SCOR model as a basis for case company production base moved from Shanghai to Chongqing, the establishment of a viable methodology, this methodology is expected to achieve the following objectives: The goal of this research is to focus on building a specific model for the NB manufacturing supply-chain management from Shang-hai move to Chongqing using the SCOR base model. The expected results of this model would reach is as follows:1.An analysis of Chongqing NB foundry industry supply chain activities.2.Construction of the SCOR model for supply chain reengineering and to measure the improved method.3.To quantify the current achievements in the implementation of case company and set targets for improvement.4.By Case company Chongqing supply chain execution state architecture to optimize the strategic direction Changes in the environment will both supply chain system change and impact, it is important that enterprises should by this change to condense the customer and supplier power, turned into our opportunity to build more competitive supply system, become the winner of the environmental changes. I hope by this research as the NB manufacturing industry is facing forced westward movement of the participants in the supply chain by adding a reference to the new supply chain planning.
