    Abstract: 申請單位受行政院國家科學委員會科學教育發展處委託,於95、96 年分別舉辦第一屆與第二屆「李國鼎科技與人文藝術獎」(簡稱「K.T.科藝獎」),各界反應熱烈,得獎作品獲評審高度肯定,除發揮原先預期藝術與科技結合的效果外,亦展現台灣在此方面活動的能量 ( 第二屆活動內容參見附件一《2007 第二屆K.T.科技與人文藝術創意競賽》及所附光碟 )。為擴大數位創意活動之能量,擬以前兩屆的經驗為基礎,舉辦第三屆李國鼎科技與人文藝術獎之競賽。在我們的擬議中,此新一屆競賽之特色有三,第一,本案擬在台北市政府主辦之「台北數位藝術節」活動平台上展現:台北數位藝術節為一行銷平台,其辦理方式為精選優秀的活動企劃,從事共同的展現。此數位藝術節在過去兩屆均包含四大主軸活動:台北數位藝術獎、國際邀請展、數位藝術表演與創作論壇,若本案 ( 第三屆「K.T.科藝獎」 ) 獲得通過,將成為新一屆(第三屆)台北數位藝術節的第五大主軸活動。「K.T.科藝獎」的舉辦,其主旨在於推動科技與人文藝術之結合,將科學技術落實在人文藝術領域,以擴充科普教育之涵義,提升我國相關創意活動的能量,同時紀念李故資政國鼎先生一生提倡科技建設與提升人文素養之志業;「台北數位藝術節」係台北市政府主辦,由在地實驗文化事業有限公司策畫,除了本國藝術界人士參與外,尚有國際邀請展,去(96)年即有不少國外知名的數位藝術專家來台參加 ( 參見附件二 ) ;可見雙方各有所長,若「K.T.科藝獎」能在該平台上展現,應能發揮互利互惠的最大成效。本次申請案之第二特色為擴大與資策會數位內容學院之合作。在上一屆(第二屆)的計畫中,申請單位與該學院於頒獎後聯合舉行「K.T.數位創意體驗冬令營」,由「K.T.科藝獎」得獎者與參加研習營之學生交流。本 ( 第三屆 ) 申請案中,擬委請該學院擴大辦理研習營,並改於收件截止前 ( 暑期 ) 舉辦,以鼓勵成員前來報名參賽。本申請案之第三特色為與本競賽指導單位「財團法人李國鼎科技發展基金會」之持續合作。該基金會與申請單位 ( 國立中央大學台灣經濟發展研究中心;原係由中央大學校友李國鼎先生生前協助捐助成立 )素有長期合作關係,在本案上二者之合作更為密切。例如上一屆申請單位與資策會數位學院合辦之冬令營,其部分經費即由此基金會贊助。本案於執行過程中,該會亦將給予至少五十萬元之協助 ( 參見附件三 )。本計畫工作項目可分為五個階段。第一階段主要工作為巡迴演講及作品收件,在第二階段,重點為與資策會數位學院合作舉行前述暑期學生科學藝術研習營,第三階段為頒發獲獎各組的得獎者獎狀與獎金,並使其作品能於「台北數位藝術節」之場地「台北當代藝術館」展出。第四階段我們將舉行「K.T. 科藝論壇」,邀請競賽入圍的團隊參加,並廣邀國內外專研於「知識經濟」與「數位內容」領域的專家及業者前來指導,讓雙方分享各自投入知識內容產業,以及參加國外科技藝術研討會及展覽的經驗,以進一步推廣科普教育的精神,同時促進產學交流與合作。在第五階段,爲了使有志於朝數位科技內容發展者有機會吸取國際經驗,將安排決賽優勝者赴海外參訪科技藝術研討會及展覽(如SIGGRAPH)。本計畫的預期目標為: 1. 推動台灣科技與藝術的結合,並與國際趨勢接軌。 2. 營造產學合作之平台。 3. 提升技術創新,激發台灣數位創意產業。「活在創意生活中,人會變得更美麗;活在創意生活中,人會變得更有智慧;活在創意生活中,人會變得更快樂。」這是目前歐美各國民眾所追求的生活品質。在數位資訊時代裡,各國為達到這個理想,紛紛發展「數位創意」的新興產業,至今已創造出龐大的經濟產值,成為各國不可忽視的重要經濟發展方向。台灣在這方面也應加緊努力;我們期望藉由本計畫之執行,提升台灣在科技藝術方面的能量,並協助我國數位創意產業向前邁進。 ; Our organization was charged with hosting “K. T. Creativity Award” in 2006 and “K.T. Creativity Award” in 2007 consecutively by the NSC. Judging from the large number of participants and the way the award-winning pieces were praised by the referees, undoubtedly the first two competitions were highly successful in terms of the stated purpose to encourage the fusion of arts and technology as well as the vitality witnessed throughout the contest (For details of the 2007 event please see the appended booklet “The 2007 Second K.T Creativity Award in Technology and Arts” and the CD-ROM). Based on what we learned from hosting the two previous events, we would like to hold the “Third K.T Creativity Award in Technology and Arts” with a view to further inspire digital creative thinking. Three distinctive features could be identified in this year’s new contest: (A) our contest will be an integral part of the “Taipei Digital Arts Festival” held by the Taipei city government, which serves as platform for the exhibition of competitively selected projects. The past two digital arts festivals all had four core events: Taipei Digital Arts Award, International Exhibition, Digital Arts Performance and the Artist Forum. If approved, our activity (The Third K.T Award) would become the fifth core event. In addition to commemorating K.T Li’s lifelong endeavors to enhance technological prowess and cultural sophistication, the contests we held in the past had 1)fusing arts and technology, 2)encouraging the application of science and technology to the work of arts and humanity, 3)enriching the content of popular science education and 4) bringing more vitality to the local creativity industry as our goals ,whereas the Department of Cultural Affairs of the Taipei City Government has marvelously brought together government support and private sector know-how such as the expertise of professional exhibition company to host the “Taipei Digital Arts Festival” that invited both local and internationally renowned artists to display their works and share their ideas. We believe more synergies could certainly be created in this co-sponsorship as the result of combing the resources from both sides equipped with their respective advantages. (B)The second feature of our plan is the enlarged cooperation with the Digital Academy of the Institute for the Information Society. In the last event, we have asked the Digital Academy to host the” K.T Winter Camp of Digital Creativity” where the award-winners have interacted warmly with other participants. This time, the scale of the camp will be larger and the date will be set earlier than the deadline of the contest so as to increase the number of contenders. (C) The third feature of our plan is the ongoing collaboration with the “K. T. Li Foundation on Technological Development”. Given a long history of cooperation between us (the Research Center for Taiwan Economic Development of National Central University, founded with the financial support of K. T. Li, a NCU alumni himself) and that foundation, this time the cooperation would definitely be closer. For example, the winter camp jointly held with the digital academy has been partly funded by this foundation. Our project would also be conferred a financial support of no less than 500,000 NT dollars (please see attachment No. 3.). The whole project will be comprised of five stages. In the first stage, lectures will be held island-wide with the pieces completed for the contest being collected. The next stage will be punctuated by holding the summer camp on arts and technology in partnership with the Digital Academy of the Institute for the Information Society. In the third stage, in the wake of the awarding ceremony that gives the winners of each category the prizes and the certificates, all the award-wining works will be on display in the Museum of Contemporary Art Taipei where the Taipei Art Festival takes place. In the fourth stage, to further the cause of popular education in science, we will hold the K. T. Li workshop on art and technology to which all nominated and awarded groups in the previous contest will be invited so that they can learn more from both the local and foreign experts specializing in “knowledge economy” and “digital contents” by exchanging their experiences accumulated from working in the digital content industry as well as participating in international exhibitions and seminars on arts and technology. In the final stage, we will provide the assistance in attending the international exhibitions or seminars such as SIGGRAPH to awarded groups or individuals. By so doing those who are interested in pursuing a career in digital contents would have a chance to build transnational contacts. The goals this project aims to achieve are: 1. To promote the fusion of arts and technology in Taiwan and keep the local community informed of the trend in the leading countries. 2. To serve as a catalyst for further collaboration between the academics and the industry. 3. To sow the seeds of more innovations and spur the growth of the “digital creativity” industry in Taiwan. “People become more beautiful, intelligent, and happier if they live a more creative life”, which has come to be the guiding principle in the pursuit of a better life by citizens in the U.S. and European countries. As shown by the considerable value of output hitherto produced, promoting the “Digital Creativity” industry turns out to be the most effective means to this end for many countries. Taiwan therefore should not fall behind in this regard and that’s why we hope by fully implementing this project could the local stock of knowledge in arts and technology be hugely enhanced and the “Digital Creative” industry quickly thrive. ; 研究期間 9705 ~ 9804
