Abstract:	摘要文建會自1994年開始的「社區總體營造政策」、經濟部商業司1995年推動的「形象商圈」與「商店街」計畫、內政部1997年提出的「福利社區化」構想，環保署1997年啟動的「生活環境總體改造」工作、經建會1997年施行的「改造城鄉新風貌」計畫、教育部1998年推動的「學習型社區」方案等，以及921的災後重建工作（文建會，1999）。政府以上這些不同部會的方案，雖以經濟、教育、文化、環保、福利等不同的推動路線與方式出發，但注重之處均在於蘊力於民間，試圖由共同生活之最基層的單位－社區開始，透過對居民的啟發與教育，激發居民為自己與家園打拼熱情與共識，進而提升社區整體生活品質與環境。本研究係採用質性研究之個案訪談法，訪談重心置於組織治理行為的探究，以新竹縣某協會為對象進行半結構式訪談分析，從核心人員之間的職責互動關係，探討該協會的治理情形，進而分析其治理型態對當地客家文化的運作與社區民眾參與影響。關鍵詞：治理、客家社區、非營利組織治理 Abstract Although the packages from different collaborations, such as “Community Development The integrated community construction” and 921 reconstructions carried out by Council for Cultural Affairs in 1994 and 1999, 「a business section of a city」and「shopping district」promoted by Ministry of Economic Affairs in 1995, 「Community-Oriented Social Welfare」addressed by Ministry of interior in 1997, 「community environment rebuilding strategies」implemented by Environment Protection Administration in 1997 and 「The learning community」moved by Ministry of education in 1998, were set into actions in each ways of economic, education, culture, environment and welfare, the attentions altogether lie in the popular. Starting with the most common unit in which we live, the government inspired residents to strive for their self and home with passion and consensus, and then enhance the whole living quality and surrounding in communities.
