摘要: | 中國大陸因具備地理位置最近、語言相同、具充足勞動力、較低薪資優勢及廣大內需市場而成為台灣對外投資及建廠最多之區域;但是大陸地區台資工廠,面對不一樣的社會環境、安全法規,以及不同程度的大陸員工,要如何達成與台灣母公司相同的安全生產管理績效,甚致超越母公司標準並達成卓越的安全生產管理體系,是眾多跨國外派主管關心的課題。本論文以友達光電蘇州廠區為個案研究對象,收集2006年至2008年之間安全生產管理績效數據,以及包括安全生產管理組職、職業安全衛生管理制度、職業衛生及員工健康管理、化學品管理、設備安全管理、教育訓練管理、消防緊急應變管理、安全監督管理、事故通報與調查處理、施工安全管理等安全生產管理體系活動之優化方案及改善行動,並以職業傷害率、意外事故發生件數、風險指標評估結果、外部政府環安罰單及得獎狀況等四項指標,加以分析及比較2006年至2008年之間安全生產管理工作績效,結果四項指標皆是証明友達光電蘇州廠區的安全生產管理體系已獲大幅改善,並達成與台灣母公司相同,甚至部份更優良的安全生產管理績效。最後參考友達光電蘇州廠區的安全生產管理體系優化經驗,以及相關文獻研討資料,歸納出在大陸地區欲建立優良安全生產管理體系,應具備的安全生產管理要素之建議事項。 ;Due to having the relevant conditions including location recently, the same language, with sufficient labor, low wages and the domestic market advantage, the Chinese mainland becomes the largest area where Taiwan invests and builds the factories. However, Taiwain-invested factories face the different social environment, safety regulations, and staff of the Chinese mainland. The main subject of this thesis is that studies how to achieve the same performance with the Taiwanese parent company in terms of safety management even surpass its standards and establish the excellent management systems. The thesis studies the case of AU Optronics (Suzhou) Corporation(AUS), and collects the data of safety management performance from 2006 to 2008, as well as the safety management systems including the optimization schemes and improving actions about ten safety management activities: the management group of safety management, occupational safety and health management systems, occupational health and employee health management , chemical management, equipment safety management, education and training management, fire and emergency response management, safety supervision, notification, investigation and handling the accidents, and construction safety management. In this thesis, four indicators of safety management are analyzed and compared form 2006 to 2008 which are the occupational injury rate, the accident numbers, the assessment results of risk indicators, the situation of tickets and award-winning from the governments. As a result, they all prove that the safety management systems of AUS have been improved significantly and achieved the same performance of safety management with its parent company in Taiwan or exceeded them. Eventually, the suggestions on ten elements of safety management are summed up that should be haven when the good safety management systems are established in the Chinese mainland, after learning the optimization experiences of AUS safety management, as well as the relevant literatures. |
