摘要:	中國大陸地大物博，幅員遼闊，對於特種設備品質監督與安全監察標準有一套管理程式，尤其；對特種設備液化石油氣供應站申請設立，但往往因為「上有政策，下有對策」，因為【招商引資項目】，而忽略了相關手續，也因此《中華人民共和國安全生產法》與《特種設備安全監察條例》所規範之條文，更是為特種設備品質監督部門把關與檢察標準，對此易燃易爆之氣體燃料的灌裝、儲存、運輸與使用，潛伏著相當危機顧慮，也是事業主、工廠，未來製造、銷售、使用液化石油氣、發展、生產的關鍵核心所在。研究者組織調研成員、有江蘇省南京資量技術監督檢察員、與江蘇省安裝總公司南京分隊、事業主、操作人員，與南京港華南京設計院等，本互相理解、同理心，大家交流技術、經驗學習、心得交換，來面對問題採取《發覺問題，改善問題》的工作態度。在各事業主、液化石油氣公司，組織廠內相關人員，應用『特種設備安全評價檢驗查核表』『危害與可操作性分析(HazOp)組織』成員體系，加上該公司的專責人才即安全生產管理作業主管(人力資源工作者)，大家共同分析資料，來提升工廠自我要求與改善所有缺失，同時《自行檢查制度》與《標準作業程序》來《改善液化石油氣供應站分裝場安全管理項目實施要領》方法，如此更能輔佐現今在中國大陸液化石油氣供應站工廠，管理上缺失從而改善，進一步彌補工廠所須。研究者調研發現中國大陸對特種設備管理上缺失，最終如何配合《特種設備安全監察條例》2009年6月1日，最新條款，用表單、用格式化，指引業者及工廠，【加強於管理品質、服務于民生必需品工業、在安全追求零災害目標、改進配備技術、在項目申請相關法令領域上】，研究者所作研究，服務兩岸客商，而貢獻社會達到研究成果。 ;China is bounteous, vast in territory, has a set of management program regarding the special equipment quality surveillance and the safe supervisory standard, especially; Sets up to the special equipment liquified petroleum gas supply station application, but because often “on has the policy, gets down has the countermeasure”, because[attracting investments project], but has neglected the related procedure, also therefore "the People's Republic of China Safety in production Law" and "Special equipment Safe Supervision Rule" article of the standard, is for the special equipment quality surveillance department check and the examination standard, regarding the flammable explosive gaseous fuel fills the attire, the storage, the transportation and the use, the ambush suitable crisis is worrying, is also the matter owner, the factory, in the future will make, sales, the use liquified petroleum gas, the development, the production essential core to be. The researcher organizes the investigation and study member, to have Jiangsu Province Nanjing capital quantity engineering supervision prosecutor, to install the corporation Nanjing Division, the matter owner, the operators with Jiangsu Province, with the Nanjing Port China Nanjing Design institute and so on, this understood, likewise the heart, everybody exchange technology, the experience study, the attainment exchange mutually, comes adopts facing the question "Detects Question, Improvement Question" work. In various matters owner, the liquified petroleum gas company, organize in the factory to be related the personnel, the application 'the special equipment safety evaluation examination check the table' 'the harm and the feasibility analyze the (HazOp) organization' the member system, in addition this company's sole responsibility talented people rest the entire production management work manager (human resources worker), everybody analyze data, promotes the factory to request and improvement all flaws together, simultaneously "Voluntarily Censorship" and "Standard Operational procedure" comes "Improvement Liquified petroleum gas Supply station Subpackage Field Safety control Project Implementation Main point" the method, so can assist nowadays in Mainland China Liquified petroleum gas Supply station Factory, in the management the flaw, thus improves, further makes up the factory flaw. The researcher investigates and studies discovered that mainland China to the special equipment management in the flaw, how does coordinate "Special equipment Safe Supervision Rule" finally on June 1, 2009, the newest provision, with the form, uses the formatting, directs the entrepreneur and the factory,[strengthens in management quality, serves livelihood of the people essential item industry, in safe pursue zero disaster goal, improvement provide technology, in project application related law domain], the researcher does the research, serves both banks merchant, but contributes the society to achieve the research results.
