摘要: | 本研究個案導入之差勤電子表單系統(WebITR),為我國「電子化政府」計劃的一環。由行政院人事行政總處負責系統開發作業,目的為統一全國各機關單位人事差勤表單操作介面、資料格式及提升整體行政效能等。實施單位包含全國各機關學校、中央及地方政府等公務機關。 本研究將說明個案機關為何捨棄原有的差勤系統,更換為WebITR系統的緣由及轉換過程,並經由系統轉過程中產生的議題,應用Leavitt(1965)的鑽石模式(Diamond Model)為研究分析基礎,深入分析個案機關於系統導入前面臨的問題,及導入後所產生的影響,並分析出其中原因。 本研究結果驗證鑽石模式的任務、人員、技術與組織結構四大構面有著互相影響的關係。因此,組織在導入新資訊科技時,應配合組織特性適時進行調整,於不同導入階段依其資源的分配與改變,謹慎的調整任務、人員、技術與組織結構,才可降低導入的風險。;This case study is about Electronic Form system of Staff′s Attendance (WebITR), as part of "e-government" program by the Directorate-General of Personnel Administration, Executive Yuan (DGPA). DGPA responsible for the overall personnel administration system is in charge of development. The goal of this system is to unify the user interfaces of the attendance system of all the national government agencies, data formats, and to improve the government’s efficiency. The target users include all the departments of the government such as central government, local government and schools. The case study explains why authorities replace the original attendance system by WebITR system, and what was happened when transferring to WebITR. Based on Leavitt’s (1965) “Diamond Model,” the study analyzes the situations and problems before ad after the implementation, as well as what the impact of the system. The Diamond Model provides the framework for the case analysis. The results of this study confirm the four dimensions of Diamond Model, task, person, technology and organization, are connected and mutually influencing. Therefore, when importing a new IT system into an organization, the IT system should be adjusted according to the organization characteristics, such as resource, task, person, technology and structure, to reduce risk. |
