本研究之主要目的藉由PDCA理論，配合IDEF整合的模式，建置IECQ QC 080000有害物質管理系統，確保有害物質的管制確實有效落實，使產品符合客戶環保有害物質管制的要求，進而透過申請認證，取得IECQ QC 080000核可證書，並實際透過某多晶模組封裝廠之個案，來驗證本研究所提之管理方法確實有效可行。 ;Abstract Due to the awareness of environmental conscious, most countries have specification on the control of hazardous substances. In addition to the European Union WEEE and RoHS Directive, environmental regulations from other countries, inconsistent customer requirements and auditing standards for green products, making the electronic industry has to meet not only with various environmental regulations but also customers′ different standards of auditing. For this reason, establishing a set of hazardous substance process management system that suit all nations and clients is a crucial issue for electronic industry in Taiwan.
IECQ QC 080000 is a Hazardous Substances Process Management System with national standard. This standard is based on the ISO 9001 Quality Management System. Enterprises can improve the existing quality management system by including a management system of controlling the hazardous substance from supplier material, manufacturing processes, to final products and thus achieve customer requirements in line with international norms.
The main purpose of this study is to establish an IECQ QC 080000 Hazardous Substances Process Management System using PDCA with IDEF structure to ensure the management of hazardous substance can be put into practice effectively and to guarantee the products meet customer’s requirement of environmental regulations. Finally, a semiconductor manufacturing houses acts as a case study to verify that the proposed method feasible and effective via applying for IECQ QC 080000 certification.
