    Title: 行動通訊裝置國際認證自動化解決方案- 以Q公司為例;An Automation Solution for International Certification for Mobile Communication Devices – The Case of Company Q

    Abstract: 過去二十年,無線行動通訊技術以前所未見的速度發展,從2G、3G跨越到4G持續的演進。國際電信組織為了解決行動通訊產品電信相通性問題,制定了各種「行動通訊國證認證標準」。例如,歐洲全球認證論壇 (GCF) 、北美PCS型號認證委員會 (PTCRB) 、中國品質檢驗聯盟暨中檢華納品質技術中心 (CTA) 等,訂定的無線射頻等國證認證標準。這些標準的目的是要求上市的終端產品都能通過認證檢驗,確保這些終端通訊產品的穩定性及合法性,避免這些產品進入市場後,造成電信干擾。為了達成這項目標,各國際電信組織不斷制定符合新世代技術的國際認證項目。由於技術演進快速,產品上市所需經過的驗證項目,從2G世代超過5,000題,演進至當前的LTE世代急據衍生超過10,000題。這造成驗證成本不斷上漲、認證週期持續拉長。

    本研究的個案 Q公司,是一個研發生產行動裝置晶片的廠商,其產品為行動終端裝置的最關鍵零件。因此,在將新產品送到顧客手中之前,必須經過愈來愈多的驗證。其所需的時程,以及所需投入的成本則愈來愈高,且呈指數成長。但是,現今全球行動通訊裝置廠商皆視 “Time to Market” 為生存關鍵指標之一,產品認證項目的快速增加,對 Q公司的新產品銷售造成很嚴重的瓶頸。

    本研究目的在提出一個有效的改善方案,規劃一套自動化驗證系統。首先,依據國際認證標準規定及個案公司實驗室驗證儀器資源及專業工程師人力資源現況,進行盤點量化統計,逐一分析通訊終端公司所面臨衝擊及問題。接下來,透過系統整合設計,進行自動化驗證機制,來改善個案公司實驗室驗證效率。這有效地降低驗證所需時間以及人力等成本。改善方案經過可行性分析,確認為是可行。本案將可為 Q公司,達成個案公司四項關鍵性指標,「提高客戶滿意度」、「降低實驗室經營成本」、「降低晶片委外驗證成本」、「縮短7~15天的晶片驗證時程」。這使得Q公司得以提前供貨給客戶舖貨,積極搶市,取得先機。
    ;During the past two decades, the mobile communications technology has experienced an unprecedented development, from 2G, 3G to 4G LTE. Various international telecommunications organizations, such as the European Global Certification Forum (GCF). the North American PCS Type Certification Review Board (PTCRB), and the China Quality Inspection Alliance, and China Testing Center (CTA), have published many different mobile communications certification standards. The purpose is to ensure that those certified terminal devices entering the market, will not cause radio frequency interference and to assure stability, legality and inter-operability of these products. In order to keep up with the rapid technological development, the requisite certification item has grown from 5,000 items for 2G to 10,000 for 4G LTE. This results in ever increasing costs and lead time for testing.

    Company Q in this study is a designer/producer for mobile communications chip-set, which is the heart of all mobile devices. Thus, before handing over a new product to customers who produce mobile devices, Company Q has to perform more and more testing, and the lead time required increases exponentially. For all communications device producers, “time to market” is one of the most important factors to compete. As a result, the ever increasing test set becomes a critical bottleneck for Company Q.

    When confront increasingly short product life cycles. Global mobile communications device manufacturers are all depending on the is one of the key indicators of survival.

    This study aims at proposing a viable solution to the problem, by planning for an automatic testing system. First, it looks into the international certification standards, the current status of Company Q’s laboratory and professional engineering human resources, and analyzing the problems faced with mobile device producers. Next, it conducted a system integration exercise, and designed an automatic certification mechanism to link up the testing equipment, so that efficiency can be markedly improved. The proposed solution effectively improved the time and human resources required for testing. A feasibility study shows that the solution is viable. The proposal will potentially realize several benefits, including enhanced customer satisfaction, reduced operating costs of the laboratory, reduced the chipset outsourcing testing cost, and shortened certification schedule by 7 to 15 days. These will result in the ability for Company Q a shorter time to market, and increased competitiveness.
