台灣有線電視產業發展迄今逾40年，市場普及率高達6成、逾500萬用戶，並自2002年因應網路科技興起開始投資各項數位化建設；但是，發展初期礙於基礎設施投資成本高、個別業者規模有限而導致數位化進度緩慢，近年甫因政府以行政措施促使業者加速投資，包括採購補貼及擴大經營區範圍等，藉由推動業者整併擴大經營規模，期能提高經營效率與數位化程度。 本研究使用2011~2013年、計56家有線電視業者財報資料、以隨機邊界分析法（Stochastic Frontier Analysis；SFA）評估生產函數與經營效率，結果位於台中市的群健有線電視之經營效率值為0.994為最高、也是總用戶數最多的單一業者，整體分布則呈現總用戶數愈多、業者經營效率愈佳，顯示台灣有線電視系統業者應均尚未達效率最佳化。 此外，經營效率值與數位化用戶數的相關係數為0.640，屬中度正相關，亦呈現用戶數愈多、效率愈佳的情況，顯示數位化後取得「數位紅利」：包括私接戶成為合法用戶及非收視收入增加，均有助提升業者的經營效率。 同時研究顯示，有線電視系統業者雖已出現集團化經營的發展趨勢，但是尚未真正發揮綜效；而在政府管制收視費率與經營區受限的情況下，個別業者也並未取得市場獨占利益。 研究建議，政府擬定有線電視產業朝向全台單一經營區發展，系統業者應積極以整併方式擴大經營區以提高經營效率，而非跨區重複投資形成資源浪費，並應積極投入數位化之後的非視訊服務。;Cable TV industry developed over 40 years so far in Taiwan, with more than 5 million users. Since 2002, in response to the rise of Internet technology, Cable TV industry started to invest in the digitized construction and service. Due to the restricted economic scale and higher cost, most cable TV operators were low penetration of digitized service decade. Recently years, regulator try to change the policy about area and compensation to help digitized. The research is based on 56 operators′ financial reports, from 2011 to 2013, by stochastic frontier analysis method (SFA) to evaluate the performance and efficiency of Cable TV industry. Conclusion: (1) If the Cable TV operator has more users, it would have better performance and efficiency. One operator has more users than others, is located in Taichung, that operating efficiency is the highest 0.994. (2) The correlation coefficient about operators′ efficiency and the number of digitized users is 0.640, a moderate positive. It also showed that digitized Cable TV operator obtains unique advantage: more users have to pay to get service. Research suggests that government adjusted the Cable TV-related policies, system operators should actively expand its operations to the whole region to achieve the goal of digitization and improve operational efficiency.
