摘要: | 食品製造業是攸關民生的產業,然而近年來接連發生重大食安事件,嚴重打擊了消費者對於食品安全的信心,連帶影響了整個食品製造的相關產業,消費者對於外食的品質、原料來源的安全性、生產過程的衛生環境等皆產生質疑。而在事件過後,政府以及製造廠商的應對措施與政策,扮演了重要的地位,如何防範未來再度發生類似的食安事件,成了重要的議題。 本研究主要目的是探討台灣冷凍食品業者對食品衛生與安全問題的因應措施,本研究採用個案研究法,包含A公司主管訪談及次級資料蒐集,分析A公司在食安相關的具體作法以及參考產業中標竿企業的做法,歸納出實務建議,提供給A公司及政府相關單位參考。 本研究從冷凍食品產業的定義、發展與產業分析,說明冷凍食品產業的概況,並分析產業生命週期與產業的現況。接著描述A公司的背景沿革、主要產品、銷售通路,及其發展與現況;同時進一步說明在食安風波不斷的情況下,消費者對於健康與安全產品訴求愈來愈強烈,A公司面對食安問題的具體做法。最後透過學習標竿企業,提出對A公司及政府面對食品安全與衛生的建議。 本研究的結論包括:一、業者必須高度重視食品的安全與衛生;二、政府宜加強食品安全的把關,督促相關業者確實遵守規範;三、業者必須嚴格遵守政府規定,落實自主管理責任與食品追溯追蹤。研究結果對A公司提出管理實務上的建議,針對食品生產製造過程,應建立五項原則:一、查核原料來源;二、審視原料價格;三、參考客戶名單;四、深化檢驗能力;五、用心落實驗收。同時,也對政府提出三項建議:一、擴大並嚴格執行源頭管制;二、稽核化學產品的銷售網點;三、加強宣導食品添加物及食品安全的正確觀念。最後,對未來研究者提出進一步探討的建議,包括:一、以量化研究方式進行驗證;二、與其他食品產業進行比較;三、未來研究可針對外國冷凍食品市場的開拓進行研究與探討。;Food manufacturing has long been an industry concerning public health. Yet in recent years, a series of serious food safety incidents has battered consumer confidence and influenced the overall food manufacturing related industries. Consumers begin to question food quality, safety of ingredient sources, and hygiene during production. In the wake of food safety riots, corresponding measures and policies taken by the government and manufacturers are crucial. How to prevent similar food safety scandals from happening again becomes an essential issue. This study aims to investigate Taiwan’s frozen food industries’ response measures against food hygiene and safety issues. This study adopts case study method via interviews with Company A’s executives and collection of secondary data. By analyzing Company A’s food safety practices and examples from benchmarking enterprises, this study summarizes practical advice for Company A and relevant government units. This study begins with an overview of frozen food industry by providing the industry’s definition, development, and analysis. It is followed by an introduction of Company A’s background, main products, sales channels, development, and current status. How Company A responds to consumers’ stronger demands for healthy and safe products amid food safety crisis is then explained. Finally, by learning from the examples of benchmarking enterprises, the study provides suggestions for Company A and the government regarding food safety and hygiene. This study concludes that: (1) Food safety and hygiene should be companies’ top priority; (2) The government should enhance food safety control and urge companies to follow the rules; (3) Companies must fulfill self-management responsibility and ensure food traceability. Regarding Company A’s managerial practices, five principles are suggested to be established during food manufacturing process: (1) Scrutinize ingredient sources; (2) Investigate ingredient prices; (3) Study the list of customers; (4) Enhance testing ability; (5) Implement inspection practices. Three suggestions are provided for the government: (1) Strengthen the origin control; (2) Audit the commercial networks of chemical products; (3) Promote the accurate understanding of food additives and food safety. Finally, suggestions are made for future research: (1) Testify the results by quantitative study; (2) Make comparisons with other food industries; (3) Investigate the expansion of frozen food market in foreign countries. |
