    Abstract: 摘 要
    The social network interactions operated by community development associations create interactive relationships between public sectors and organizations, organizations and organizations, organizations and community residents, and community residents and community residents. Social network analysis and in-depth interviews have been used to investigate the interactions between Hakka Community Development Association and other organizations and develop different network relationships and operation mechanisms. After Hakka Affairs Council was established in 2001, the government has also aggressively promoted Hakka culture. After Hakka Basic Act was approved in 2010, Hakka Communities of Focus Development were established. The government demonstrated the determination to promote Hakka culture by formulating laws and inputting resources. This study used the keywords: Hakka community development, Hakka community building, social network interactions, and preservation and development of cultural assets to investigate the public sectors, private sectors, and NGO groups of seven Hakka communities of focus development in Taiyuan. This study also used literature analysis, social network analysis, and in-depth interviews to investigate the developmental process in social aspect, system aspect, and cultural aspect to understand the network relationships formed based on mutual belief during community development associations’ aggressive participation in Hakka public affairs, Hakka community living environment building, and promotion of preservation of Hakka culture, in order to solve common problems or achieve common objectives. From the perspective of communities, the stronger the social assets are, the more likely it is to connect the operation of regional development networks. In this way, the behaviors and interactions of actors in the networks are more likely to be operated through networks, to achieve common objectives of communities.
