現行國內公部門對於節能路燈採購模式之選用,往往依循慣例而無法有效推行新方式,以獲得採購效益之提升。國內節能路燈採購模式從傳統工程採購契約,導入節能績效保證專案工程採購契約,發展到近年來結合成效式服務契約(Performance-Based Service Contract, PBSC)與PFI (Private Finance Initiative, 民間融資提案)特性的新形態採購模式。為分析國內既有節能路燈採購模式存在之差異,以提供未來模式選用或發展之參考,本研究先透過文獻回顧了解公部門之節能路燈採購模式的基本差異,並經由契約範本及個案契約分析不同模式存在之特性與差異,同時分析PFI採購模式應用時所面臨的問題,最後再經由專家訪談後提出改善建議。整體而言,本研究完成國內節能路燈採購模式之差異分析,並針對PFI採購模式在實際應用案例中可能之問題提出改善建議。研究成果將可提供未來想採用不同模式之機關參考,以期提升國內節能路燈採購的專案績效。;To use traditional approaches in acquiring energy-saving street lights replacement services is common in Taiwan, which situation results in the procurement performance is hard to be improved because new approaches have no chance to be adopted. Compared to the traditional procurement approach (design-bid-build) for energy-saving street lights replacement services, energy-saving guarantee approach and an innovative approach that integrates Performance-based Service Contract (PBSC) and Private Finance Initiative (PFI) have been proposed and used in real projects in the past few years. This study targets on analyzing available procurement models for energy-saving street lights replacement services and real cases, and providing some recommendations for model selection or development. Based on literature review, this study first analyzed the differences in models’ fundamentals, and then identified the key features and differences among all models based on real cases’ tendering documents and contracts. Finally, this study provided some recommendations for PFI model in energy-saving street lights replacement services according to the comments from expert interviews. In sum, this study identified the differences in the models for energy-saving street lights replacement services, and provided some recommendations for the PFI model. Research results could be a valuable reference for the government entity who wants to use alternatives to improve procurement performance.
