本研究從我國廢棄物的整體管理政策與環境、發展沿革與現況,從整體管理到各種廢棄物的分類、處理途徑、管理要求等,由上而下逐一說明,作為研究有害事業廢棄物管理前的瞭解基本環境。 台灣層出不窮的因產業經濟發展造成偷排廢水與惡意棄置銅污泥的環境污染爭議問題,危害環境與戕害人體健康。從醫學方面瞭解棄置銅污泥與偷排電鍍廢水的危害健康嚴重性,借鏡香港與美國等各國污泥資源化再利用處理標準與境外再利用經驗,及對國內銅污泥再利用企業實際調查,搜尋更多參考對策良方。對過去多起的爭議的污染事件的成因、比較主管機關的法規政策的缺失與過去亡羊補牢的管理史。 國內銅污泥資源再生已經發展成一個產業體系,本研究由蒐集台灣地區有害事業廢棄物銅污泥處理量能流向分析、來源產業別與回收處理管道的變化,針對有害事業廢棄物代碼A-8801、C-0110銅污泥、電鍍廢水與銅廢料為主要分析課題。對產業污泥繁瑣之申報限制、惡意棄置偷排史與查緝。再對銅污泥的製程產出、分類、清運回收、再利用技術、管理實例和政策等運作問題做分析討論,探討在全國再利用處理機構的總產能大於污泥總產出量,管理政策造成供需失調,去化能力充足,但是許可容量失調下的不均現象,諸多爭議問題亟待改善二次銅資源的運作概況、問題爭議與改善方式與建議對策。欲尋找出改善回收再利用以及對環境的影響等概況與可行性研究,提出有害事業廢棄物銅污泥能否存在其他的解決對策,例如灌排分離以及總量管制改善措施,能夠兼顧經濟效益降低環境污染方式。希望衡量評估妥善的設計銅污泥的產源減量及產品生命週期循環,進一步達到節能減碳及降低環境衝擊風險綜效的二次銅資源優點以延續經濟發展。;This thesis studies the overall management policy, environment and management history and status of the waste in Taiwan. From the overall management in the classification, treatment and management requirements of various wastes, as a basic study of hazardous waste management. Taiwan apart of environmental pollution caused by the development of industrial economy has caused environmental problems such as the discharge of waste water from electroplating and the discarded illegally of copper sludge. It has endangered the environment and harmed human health. From the medical aspect, we understand the seriousness of the hazards of discarded copper sludge and the electroplating wastewater illegally. We referenced the experence of Hong Kong, the United States and other countries in the treatment and reuse of copper sludge resources as well as visited the actual operation of domestic copper sludge reuse businesses. To seek the more reference strategies and over all the causes of the controversial pollution incidents in the past, look back the lack of regulations and policies of the competent authorities, and the history of management of past failures. The domestic copper sludge disposal business has developed into an industrial business model. This thesis collects coding A-8801, C-0110 copper sludge, electroplating wastewater and copper waste are the main topics of analysis which the flow of copper sludge from hazardous wastes in the Taiwan area, and analyzes the changes in the source industry and recycling pipelines.
