公共經理人預期能為組織設定長期成果的績效指標,在達成課責交代的同時也解決政策問題,對 以委外人力為主的公立就服體系更具重要性。但我國青年就業服務則是以短期產出的求職就業率作為 績效指標,在青年失業人數與求職登記人數差距擴大下,儘管績效數字逐年提升,卻無法回應青年失 業問題。本計畫以三年期,從實證角度處理三個時間序列上連續問題:公共經理人如何設定青年就業 服務績效指標,績效衡量過程對青年就業産生何種影響,而經理人又會怎麼運用績效資訊處理失業問 題。研究透過指標調整及去中心化所創造的斷點,以就服體系督導、科長或績效管考人員為對象,採 用固定連續樣本研究,分別在第一及第三年進行前測及後測,瞭解選擇長短期指標的考量及對績效資 訊運用影響;同時,藉由斷點採用迴歸不連續性準實驗設計,在第二年針對適用不同指標、不同服務 的青年求職登記者,所登記行政資料進行階層迴歸及事件歷史分析,界定青年就業及其尋職時間的影 響因素。在學術層面,本計畫為公共管理與勞動研究的跨領域研究,從勞動政策角度為三個績效管理 反覆論辯問題提供實證觀點;在社會實踐層面則在設計適用於我國青年就業服務的績效管理機制,並 為青年失業提供具循證基礎的政策建議。 ;To meet the requirements of accountability and problem-solving, public managers in employment service agency are expected to set performance indicators that can meet long-term programs outcomes, which can be more significant to youth unemployed. However, on the contrary, they select job placement rate, which is a short-term output indicator, to measure the performance of agency in solving youth unemployment problem. This study intends to understand three sequential questions in an empirical fashion: the factors behind this selection among public managers, the impact of this selection on youth employment promotion, and the use of performance information to solve unemployment problem in a three-years period. Panel study is applied to the managers, which is defined as case manager or section chief in public employment agency, at first and third year respectively, tracking the change of their attitude in performance information based on the selection between short-term output and long-term outcome measure. Regression discontinuity design is also used, leveraging a change in rule is introduced at the first year, to youth unemployed who are under the guidance of two different groups of managers. By linking administrative data in employment service agency, their labor market performance is tracked and the influential factor of their success is located with the use of hierarchical analysis and event-history analysis. The theoretical implication of this study is to provide empirical perspective from employment policy to three debated questions in performance management. On the side of social practice, this study is expected to guide the design of performance management mechanism, and to provide policy suggestion to youth unemployment on the basis of evidence
