    Abstract: BIM(Building Information Modeling)技術的引入,對全球營建產業在技術、市場與產業結構上帶來變革,有鑑於此,近年來國內政府單位亦開始積極推動與應用BIM技術,並依據不同需求制定相關策略,期望藉以提升工程生命週期效率及品質。然而,當政府在導入BIM的同時,該如何以務實可行的方式來制定BIM策略,並提出組織及專案導入BIM技術可行性之方法,避免各單位盲目或錯誤應用BIM技術,為現階段政府機關亟需克服的課題之一。本研究主要以標竿學習之方法進行國外成功推動BIM之經驗及策略分析,並透過成熟度評估方法,進行各項BIM推動策略之成熟度評估,評估結果可得知各組織於不同階段導入BIM之成熟度。此外,本研究透過前述資料彙整及分析,建立組織導入BIM決策評估模式,該模式主要分為「BIM推動策略成熟度評估」、「啟動」、「規劃」、「專案評估」、「招標」、「應用」及「結束」等階段,可針對各階段之流程及執行要項進行組織導入BIM的決策評估。最後本研究依據前述成果,提出國內推動BIM背景分析圖及推動路徑圖,以協助各單位自行評估後更瞭解導入BIM之目的、所需執行的內容及採用BIM實質上能帶來的效益。整體而言,本研究之成果除可做為公部門組織推動BIM決策時參考外,並期待有助於國內營建相關產業應用BIM技術之發展。;The implementation of BIM (Building Information Modeling) technology has brought the changes on related technology, market and industrial structure in global construction industry. Based on this clear trend, Taiwan’s government also began to ac-tively promote and employ BIM technology in recent years, and set up some relevant strategies that not only fulfill different demands but also target to improve the project lifecycle’s efficiency and quality. However, when the government decides to implement BIM technology, how to develop suitable BIM strategies for organization and project levels, which is one of essential issues by the government now. This study mainly adopts the benchmarking method to analyze the experience and strategies from other countries. Incorporating with the assessment of organization’s level of maturity in various aspects, this study proposes a BIM strategy assessment method consisting of “assessment for level of maturity of BIM implementation strategy”, “start”, “planning”, “project assessment”, “tendering”, “implementation” and “close” stages. All steps and important issues are also proposed for reference. Excluding the assessment method, this study further develops a background analysis chart and an implementation roadmap for BIM implementation, which are useful to make an organization to understand its purpose of BIM implementation, to clarify its contents of BIM implementation and to identify its possible BIM implementation benefits. In sum, the outcomes of this study are useful tools for an organization to implement BIM technology. It is expected that the research outcomes stimulate the development of BIM applications in Taiwan.
