節慶活動的產生,除了所代表的歷史意義之外,也富含族群的文化意涵,對於一個社區或地方,能具有帶動發展的能量與可能。自客家委員會成立之後,著重於族群事務與族群政策的訂定,並於2009年正式舉辦客庄12大節慶,推動客家在地文化成為眾所矚目的焦點。龍潭龍元宮迎古董接財神嘉年華自2007年舉辦以來,至今已12年,頗具成效,曾經參與之團隊與各類型的單位數量龐多,且各單位之間已建立起彼此的信任與互動合作模式。本研究分析一個成熟發展的節慶活動中,所建立起的社會網絡會是如何的樣態;另一方面也將探討在公部門、私部門與非營利組織的參與之下,對於嘉年華活動有哪些影響。最後,研究焦點放在嘉年華能夠持續辦理需要具備哪些要素,以及是否產生效益。研究結果可作為未來發展節慶活動的參考,並提出政策制定之相關建議。;The creation of a festival, in addition to the historical significance it represents, is also rich in the cultural meaning of a group. For a community or place, it can have the energy and possibility to drive development. Since the establishment of The Hakka Affairs Council, it has focused on the establishment of ethnic affairs and ethnic policies, and officially held the 12 featured festivals and events in 2009, promoting the Hakka culture in the local area to become the focus of attention. Since Welcoming the God of Wealth Festival in Longtan inception in 2008, it has been hold for 12 years. It has been involved in a large number of teams and various types of groups, and each group has established mutual trust and interaction. This study is to find out how the social network will be established in a mature festival, and on the other hand, it will explore the participation of the public, private and non-profit organizations for the Festival and what is the impact. Finally, the focus of the research is on what elements of the Festival can be managed and whether it has produced benefits. The results of the study can be used not only as a reference for future development of festivals but recommendations and for policy development.
