    Title: 電子製造服務業西進的利基與挑戰─以P公司為例

    Abstract: 隨著全球電子製造基地向中國轉移,電子製造產業上下游配套供應鏈也因群聚效應移轉至中國,在華東地區建立電子製造新的產業協作模式。但隨著沿海華東發展已趨於飽和的狀況下,從工業進階到商業轉變成服務業,土地人工成本增加、政府政策變動的驅使下,迫使轉向其他區域發展。而華西在政府經濟稅賦政策輔助與進出項物流補貼的優惠政策,土地空間資源豐富與固定成本較低、人工薪資結構與社會保險標準也都遠低於華東為企業帶來更多的利潤。
      本研究以個案公司為研究對象,透過製造策略經驗探討個案公司在華西經營管理的利基,採用五力分析與SWOT分析為基礎分析產業環境與個案公司在西進後的優劣勢,並具體提出多面向的經營策略與發展建議,以優勢的設計能力開發不同市場區隔、運用製造策略彈性生產模式滿足客製化需求、提供全面性的設計製造服務與客製化資訊爭取轉單機會等,提高電子代工產業之占有率。為求利潤最大化與低成本化,個案公司在2018年逐漸將勞動性密集度高的生產製程進行調整,透過更高比例的自動化與大數據分析,建立智能製造計畫。另建議個案公司在華西生產基地可朝向物聯網 (IoT) 發展與應用、AGV (Automation Guider Vehicle) 導入、動素共線結合自動化導入及各事業群加以整合與共享資源,在自動化比例提升與大數據分析的支持下,進行各類預測、控制、偵測、識別與提供服務,搭配生產技術經驗與客製化資訊系統,以利潤成本為導向延續企業未來發展。;As the global electronics manufacturing shifted to China, the upstream and downstream supply chains of the industry were also transferred to China due to the cluster effect, thus establishing a new industrial model in East China. However, with the development of East China becoming saturated and business shifting from the industrial to the commercial, the increased labor costs as well as changes in government policies have forced the industries to look elsewhere outside of East China. The preferential West China government′s tax policies and, import and export logistics subsidies, along with many resources, being far lower than those in East China provide greater incentives for firms to move to West China.
    This study takes the case company as the research subject and explores the niche market in West China. This study analyzes the advantages and disadvantages between the industrial environments of the East and the West. The case company then is analyzed based on the five- force model and SWOT analysis, specifically proposing a multi-oriented business strategy and development suggestions, such as developing different market segments with the company’s superior design capabilities, using manufacturing strategies and flexible production models to better meet customized needs, and providing comprehensive design and manufacturing services to win opportunities and market shares in the OEM business. In order to maximize profits and reduce costs, the case company has gradually adjusted their labor-intensive production processes to higher automation with big data analytics since 2018 to build smart manufacturing capability. It is also recommended that the case company′s production based in West China can be oriented toward the development and application of Internet of Things (IoT), the introduction of AGV (Automation Guider Vehicle), the introduction of velocities and collocations, and the integration and sharing of resources among various business groups. With the support of automation and big data analytics, the company can carry out various forecasting, control, detection, identification and provision of services, more effectively. It is believed such a development plan can provide the company continuous improvements in manufacturing and thus profitability.
