摘要: | 因應政府2025年再生能源占比達發電能源20%的目標,離岸風能5.5GW的籌建使台灣成為風力開發投資的國際焦點。透過以市場換技術和國產化要求的策略,希望建構國內離岸風能供應鏈進運亞太和國際市場。本研究主要以歐洲離岸風能發展路徑與供應鏈產業群聚探討國內供應鏈在無石油、天然氣開採產業基礎經驗和學習曲線下所面臨的挑戰,包括成本過高,技術、認證、船舶和技術人員的不足。綜合結論為能源政策的持續性和穩定性能提升國內外投資者信心進而佈置更具競爭力供應鏈,且政府建立更明確的法源法規可降低法律爭論的風險。此外,也建議成立離岸風能特別基金,除可支持中小型企業技術和産能備置,也可實現國內風場建置時風機、水下基礎安裝船與運輸船需求和提升海事工程服務能力。專業船隊建構金額龐大且全球數量少,目前皆向北海歐洲國家租借。依離岸風能發展潛能且地緣之便,預期國內海事工程專業船隊可成為亞太供應鏈主力。;In order to reach its objective of raising renewable energy to 20% of total energy for power utilities by 2025, Taiwan government is planning to install 5.5GW offshore wind capacity by the timeline scheduled. For which, Taiwan becomes the focus point for global offshore wind investors and developers. Also, the Government expects to develop local offshore wind supply chain for the purpose of entering into Asia Pacific and worldwide market through local content requirements to the developers and the technology they might bring when come to participate in this mega project. With the reference of offshore wind development road map and the supply chain and cluster establishment experiences in Europe, the purpose of this study is to identify the challenges which local suppliers might encounter as they have neither oil and gas industry experiences nor similar learning curve in the past.
The challenges are composed of high cost of investments and labors, lack of offshore wind -related technology, of certification standard and process, lack of installation and transportation vessels and also related skilled labors and engineers. With the challenges identified, this study provides some recommendations to the government which include maintain a sustainable and stable offshore wind development strategy to ensure developers and local supply′s long-term investment plans, to set up a lawful and transparent policy in order to reduce potential arbitration risk, to establish a special fund dedicated to offshore wind development to support technical research and financing-issue in medium-small scale company, also to support the priority local content item such as building specialized installation vessels and transportation vessels which currently need to be leased from the Baltic and European countries at very high cost. This kind of specialized vessels and crew would potentially become leading role of supply chain in the region. |
