    Abstract: 本研究結合優劣勢機會威脅分析法(Strengths, Weaknesses, Opportunities, and Threats, SWOT)與以決策實驗室法為基礎之網路層級分析法(Dematel-based Analytic Network Process, DANP)建立與評估台灣無人載具產業科技創新發展策略模型,並以自駕車與無人機為研究案例。DANP是一種結合決策實驗室法(DEcision MAking Trial and Evaluation Laboratory, DEMATEL)及網路層級分析法(Analytic Network Process, ANP)的多準則決策(Multiple Criteria Decision Making, MCDM)模式。
    本研究採文獻蒐集法及專家問卷方法,以確定台灣無人載具中之自駕車與無人機產業科技創新發展推行之SWOT相關因子,研究以SWOT四個構面發展出自駕車之十四個評估準則、無人機之十六個評估準則及各四個策略構面的直接影響關係矩陣問卷,透過二十三位領域專家的問卷回收,得出SWOT四個維度、評估準則間重要度的優先順序及其網路影響關係,與策略面間重要度的優先順序,由此可作為制定自駕車及無人機國家發展政策的重要參考。
    研究結果發現,自駕車的優勢面與無人機之機會面具有最高權重;而於策略面上,兩者均以ST策略(建置封閉式測試場域與推動關鍵技術整合應用)面具有最高之權重,此適與目前政府的推動策略一致。文末提出本研究之策略意涵及後續研究建議。
    ;This study develops strategies model for evaluating strategy innovation development of Unmanned Vehicle (UV) industry in Taiwan, using Strengths, Weaknesses, Opportunities, and Threats (SWOT) and Dematel-based Analytic Network Process (DANP) methods. And Unmanned Ground Vehicle (UGV) and Unmanned Aerial Vehicle (UAV) are taken as cases study. DANP is a Multiple Criteria Decision Making (MCDM) model method combined with the DEcision MAking Trial and Evaluation Laboratory (DEMATEL) and the Analytic Network Process (ANP).
    This study adopts the literature collection and the expert questionnaire methods to determine the SWOT related factors promoted by the technological innovation and development of the UGV and UAV industries in Taiwan. This study develops a questionnaire with direct impact relationship matrix from four SWOT dimensions, with fourteen assessment criteria for UGV, and sixteen assessment criteria for UAV. Through the questionnaire collection of twenty-three domain experts, the four dimensions of SWOT, the priority of importance among evaluation criteria and their influence network relation map (INRM), and the priority of importance among strategies are obtained. Priorities of importance can be taken as an important reference for formulating national development policies for UGV and UAV.
    The research results show that the advantage dimension of UGV and the opportunity dimension of UAV play a decisive role in the development of future industry. And on the strategic part, ST strategy (establishing closed test field and promoting key technology integration application) dimensions have the highest priority on both. These results are consistent with the current government policies for promotion on UGV and UAV in Taiwan. At the end of the dissertation, the strategic implications and future research recommendations of this study are presented.
