    摘要: 台灣的產業環境特別是中小高科技產業,有獨特的創業利基與成長機遇,成長到一定規模之後,是否能在既有的基礎上更進一步,開創第二條產品曲線或是多角化,這往往是企業能否轉型成功再次成長的關鍵之一。而一旦開始成長,基礎運作的資訊系統,尤其是核心的企業資源管理Enterprise Resource Planning (ERP)系統是否能在轉型成功後,持續維持高效運行呢?如果持續有問題待解決,是否規劃在企業轉型的期間,同時思考數位化轉型策略?
    一旦企業啟動轉型,勢必要投資研發人才與添購儀器、設備等,而轉型後的產品定位、客戶區隔、商業模式與原有產業是否相同?一般而言高科技企業還有其他附加的應用系統,能否一起評估升級並進一步優化整合,此為中小高科技產業轉為大型企業資訊競爭力的體現。
    此外,在新產品研發的過程,也會受原有企業文化與組織分工的影響,對新產品安全失去戒心。中小高科技企業新產品研發、驗證到移轉量產資源較受限,也未必有新產品實體安全與資訊安全的整體規劃與實施。因此在企業轉型過程中,如何建構一整套新產品研發管理安全體系包含實體安全、資訊安全、智慧資本安全三大領域,將新產品安全研發管理以客戶導向為主要的驅動力及符合企業預算的資訊安全方案,將中小高科技企業研發的技術成果系統化的以數位科技保護起來,以免機密資料或樣品洩漏,此為本論文的另一重點。
    2022年8月9日,晶片法案(CHIPS and Science Act)簽屬後,拜登政府希望讓晶圓大廠落腳美國,這也讓台灣相關產業在半導體供應鏈相關產業鏈受到空前的重視,台灣產、學、研各單位專家也花了三年時間制定了半導體設備資訊安全導入標準,供業界遵循。快速提升與強化相關產業鏈企業資訊安全管理水平。
    此外在AI應用的的驅動下,矽光封裝高速傳輸、低功耗、能夠提升算力的方案,也高度受到重視,台灣中小高科技產業相關企業如何站在這個關鍵轉折點,快速盤點企業自己研發實力並掌握有機式成長機遇,加快部署企業本身的資安等級保護研發智慧資產與掌握數位轉型的契機,以助力企業轉型到新的階段。;The industry in Taiwan, especially for those middle-size companies.(Capital under 30 million US dollars ) They own niche innovative pattern and opportunity for each field .As the Enterprise Resource Planning (ERP) developed by themselves and met the ceiling , Can the second product line for next decade operate smoothly in the ERP system as usual ? The coming new business model, the new requirements between enterprise etc., This reminds enterprise leader to think it over again for the digital transformation. As we all know, ERP is one of the most important core system of a enterprise.
    Replace ERP is one of the most complicated IT project. It is very necessary for the IT leader to clarify where are we now and where are we planning to go. Which ERP is good for us now and next decade? Does our current ERP fulfill our business model in the coming future? If you study and investigate the application architecture and well know the roadmap strategy. The answer is very clear.
    Generally speaking, the enterprise grows with the new product design & development innovation and merge other business. In this case study, the new service is Silicone Photonics. Because of the product is quite popular now. The new product design and development security system is very important for each field. In this case, I try to consolidate the methodology of physical security, information security and intellectual capital security for the topic. This include three major topics of approaches, the first topic is the personnel entry and exit management and material inbound and outbound management. The second is how the information security policy design and how to prevent confidential information leakage .The third is the protection of intellectual property, including the machine parameter, SOP, engineering test data etc,.
    In 9th, Aug, 2022.The CHIPS and Science Act approved by US president Joe Biden .In the same time, the semi conductor industry in Taiwan was highly emphasized all over the world. It took three years of Taiwan SEMI Organization related professionals to define the regulations of semi conductor industry information security of SEMI E187.
    Nowadays AI is using everywhere to improve our productivity. How does the Taiwan high technology grab the good opportunity and perform transformation along with digital transformation itself is quite important for next decade.
