摘要: | 全球各國為因應氣候變遷及減緩溫室氣體排放而制定的具體政策措施,以實現2050年前實現淨零碳排的目標。隨著氣候變遷日益嚴峻,各國普遍認識到碳排放對地球環境所造成的影響,紛紛加快碳低排轉型的步伐。工業國家是全球主要的溫室氣體排放來源,其中包括美國、歐盟、日本、中國、韓國等。這些國家因高度工業化及經濟活動,造成大量二氧化碳、甲烷、氧化亞氮等溫室氣體的釋放。工業、交通、能源生產及農業等是主要排放部門。各國積極實施碳減排政策、能源轉型、推廣可再生能源,以應對氣候變遷挑戰。產業轉型是台灣達成2050年淨零碳排目標的重要策略之一。透過技術創新、推動綠色能源、提升能源效率,將傳統產業轉向低碳、綠色發展,降低碳排放量,實現永續發展。 本研究採用個案研究法,以台灣傳統製造廠T公司為研究對象,透過個案公司內部資料蒐集分析,檢視個案公司執行碳低減的投入情形以及成效與現況。個案公司在面對台灣2050淨零碳排目標時,展開碳低減計畫的情況。個案公司成立碳低檢專案小組,盤查溫室氣體排放源、用電、燃料及廢棄物,並更新老舊設備為高效率設備,同時納入CSR和SDGs精神,推動綠能供電。然而,碳排放數據統計仍不完善,對碳足跡等議題的熟悉度不足,導致碳低減計畫推動受阻。距離2050年淨零碳排目標還有27年,但在碳低減方面,時間並不多。 尤其對傳統產業而言,碳低減需耗費龐大資金,而預算尚未固定提撥。建議個案公司強化碳排放數據統計和監測,逐年制定碳低減計畫,尋求政府協助,著重策略與目標管理。個案公司仍屬初學者階段,需明確學習計畫,確保目標達成。;Countries worldwide are adopting concrete policies to address climate change and achieve net zero carbon emissions by 2050. As climate change intensifies, nations recognize the impact of carbon emissions and are accelerating their carbon reduction efforts. Industrialized countries like US, EU, Japan, China, and South Korea are major contributors to greenhouse gas emissions from industries, transportation, energy production, and agriculture. They actively implement carbon reduction policies, transit to renewable energy, and promote sustainable development to combat climate challenges. This research focuses on Taiwan′s industrial transformation strategy to achieve its 2050 net zero carbon emissions target. The study analyzes Company T, a traditional manufacturing plant, and its carbon reduction initiatives. Company T established a dedicated team to assess greenhouse gas emissions, electricity usage, fuel consumption, and waste management. Despite their efforts, incomplete data and limited understanding of carbon footprints pose challenges. To meet the ambitious target, Company T should strengthen data collection, develop annual carbon reduction plans, seek government support, and prioritize strategy and target management to ensure effective carbon reduction. |
