    Title: 制定大型工程專案價值工程實施規範指引之研究—以捷運工程為例

    Abstract: 價值工程研析方法是一種以系統化分析營造效能之技術,並集合團體創意思考,尋求出能夠在最低的成本下,且能得到所需要機能之替代方案。

    為了配合多年來國內在「政府採購法」中價值工程實施的政策,價值工程日益重要,許多對於工程中重要的價值工程措施都根據工程情況變更工法或材料變更,進而增加工程效益、成本降低或工期縮短,鑒於價值工程的實施成效顯著,在臺灣公共工程中不乏看到價值工程的實施,而對於使用多年價值工程的臺北市捷運局,更加嘗試不同工法節省工程成本及提升工程自身效益,從而創造利潤,使工程進行得更加有效率。

    本研究首先以文獻回顧分析價值工程之應用與臺北捷運局應用發展進行暸解,從而整理不同價值工程的實際案例及執行模式,並以臺北市政府捷運工程進行案例研究。捷運工程項目繁多,當中的價值工程實施,協調作業相當艱難,需要業主及承商的資源配合完成替代的方案。因此每個替代方案都具有值得參考的重要性,透過過往的價值工程研析之落實,做價值工程研析後的替代方案將能更有效創造高價值的成果。

    藉由彙整捷運工程過往價值工程案例及相關條文,並蒐集相關專家學者等意見,提供大型專案在執行價值工程重要程度及執行面的討論,進而提供日後大型工程專案推動價值工程之全生命週期參考之用,以建立相關規範初步指引之方式提升本研究成果之可應用性。最後提出本研究之結論及建議,本研究成果可提供大型專案之業主發展價值工程研析之重要參考。;Value engineering (VE) is a systematic method to trade the functions of products or services with money in order to improve their value. It is therefore imperative that basic functions be preserved and not be reduced as a result of pursuing a higher. In the domain of Construction Industry, VE is not only a team work, but also a collaboration among fragmented economic centers. The art of success lies not on what VE will achieve, but how VE can be achieved by more than a handful of economic centers.
    The purpose of this work is to spearhead the concept of VE guideline for public works. The core of the VE guideline is the rules of Government Procurement Law, which governs all managerial activities in public works. From the core spans out the construction contract terms, which dictate the rights and obligations of parties in a construction project, including the Client, the Designer, the Supervisor, the Contractor, the Subcontractor, etc. A feasible VE guideline will embrace the core rules and be in line with all contractual relationships.
    This work first reviews VE experience from Taipei Mass Rapid Transit Bureau. This particular agency has acquired significant actual case studies for the past two decades, and nurtured a group of VE-minded technocrats. This reviews proves fruitful, and many helpful and practical expert suggestions are obtained for this work. According to the ten-questions interview structure, this work is able to outline a relatively complete guideline for VE implementation. This guideline is further sent to another group of experts for verification. It is concluded that this guideline has practice potential, and points to the same direction to which the governing agency, i.e. Public Construction Commission, is preparing to renovate its current VE related rules. It is also believed that agencies of public works can make practical use of the proposed guideline by fitting their own customized contractual terms.
